The Board next considered Budget Amendment #01/02/90/10. Copy is attached to these minutes and by this reference made a part hereof. Commissioner Stafford moved that the budget amendment be adopted. The motion was seconded by Commissioner Cox and upon a vote the results were as follows: Aye: Cox, Dossenbach, Matthews, Stafford and Wicker Nay: None The Chairman advised the motion carried unanimously. The Board next considered a recommendation from Commissioners Matthews and Stafford on a permanent location of the Crisis Support Center. Commissioner Stafford advised that he and Mrs. Matthews have met and are considering this matter. They would have a recommendation for the Board by the next meeting. The Board then observed a short recess. Following the recess, the Board convened with all members present. The Board next considered the courthouse, law enforcement, and jail building program. There was considerable discussion about a memo dated December 29th from the County Manager regarding background information extracted from a preliminary draft of Lee County Jail/Courthouse 50 Year Building Program prepared by Stuart-Fitchett Architects and finalized on May 15, 1989. Mr. Cowan advised he had also talked with two other architects in preparing this information. The summary included an estimation to construct the facilities comparable to current size spaces, a 1989 needs assessment and a 2010 year building program. The Board expressed concern that cell space for 126 inmates may not be adequate with the changes in the law that are occurring. Commissioner Dossenbach asked if Sheriff Bryant had been consulted on this. Mr. Cowan advised that Mr. Fitchett consulted with the Sheriff at the time the draft was prepared, but no one could predict changes in the law. Commissioner Dossenbach moved to instruct the County Attorney to draw up a calendar for the may primary in an amount to be determined to put before the voters and for the Chairman to appoint a committee to come back with a recommended amount by February 5th.
