e.oo{ 13 P,,sF 27 <br />appeal to and prove facilities for such a brOd segment of the <br />population, they feel the major portion of the cost of site <br />preparation, building, and furnishings should be funded by a <br />bond referendum, allowing the people to express by their vote, <br />their interest in the project. They expect to conduct a fund <br />raising effort to augment the bond funds and to establish a <br />foundation source for future needs. He concluded that the main <br />purpose in appearing before the Board tonight was to request the <br />Board implement a bond referendum for the May, 1990 election, to <br />provide one million dollars for the purpose of building a Senior <br />Center for Lee County. <br />Discussion followed on the maintenance costs and upkeep of <br />of the building. County Manager Cowan advised that the design <br />of the building would largely determine the cost of the <br />maintenance. In answer to a question on whether this should be <br />separate from the bond referendum to fund the courthouse jail <br />improvements, Mr. Hoyle, County Attorney, advised the bond <br />counsel has informed him that they should be separate. <br />Commissioner Dossenbach moved to authorize the appropriate <br />county officials to take steps to make application for approval <br />of a bond issue in the amount of one million dollars <br />($1,000,000) for a Sr. Center for Lee County with the referendum <br />to be held on May 8, 1990. Commissioner Stafford seconded the <br />motion and upon a vote the results were as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford and Wicker <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />The Board then considered a recommendation of an amount for <br />the proposed courthouse, jail and law enforcement center. The <br />Board discussed a memo from the County Manager dated January 12, <br />1990 concerning Commissioners Dossenbach and Matthews <br />recommendation. Copy of the memo is attached to these records <br />and by this reference made a part hereof. The committee <br />recommended that the Board not consider prefabricated jail <br />construction. Sheriff Bryant confirmed that this type of <br />construction is feasible only if a county has a jail with <br />adequate maximum security cells. <br />The committee recommended that the existing courthouse <br />building be completely renovated. The existing courthouse <br />structure has approximately 19,000 square feet. According to <br />figures from the Stuart-Fitchett Study, this cost would be <br />approximately $60.00 per square foot and represents a savings <br />of approximately $635,000. <br />The County Manager explained that the recommendation by the <br />committee used figures obtained earlier from Stuart-Fitchett <br />construction cost estimates and were checked out as comparable <br />to those of Construction Control Corporation of Columbia, SC <br />which has similar projects under way in several states.
