39 ;t <br />L ~ <br />explained that the final close-out-for the Health Buildino has <br />been completed and there is approximately $31,702 left from this <br />project. The funds are an accumulation of unused allowances, <br />contingency, and interest earned while construction was in <br />progress. During the January meeting of College Trustees they <br />voted to utilize these remaining funds for landscape and site <br />improvements for the Health Building area. Dr. Joyner then <br />showed the Board the plans for the landscaping. <br />Commissioner Cox advised that there will be beautification <br />and landscaping of the Community Resource Building and it seems <br />it would not be unreasonable to consider doing landscape for <br />both projects at the same time and in the same season. <br />Commissioner Stafford added that the Finance Committee in a <br />meeting last week, took a look at this request and discussed <br />moving this money to the contingency fund for the Community <br />Resource Center. Commissioner Dossenbach agreed that we should <br />wait to see that we can accomplish the major project, the <br />Community Resource Center. Until we can determine that the <br />contingency fund can be met, we need to put this on hold and do <br />this project along with the landscaping at the Community <br />Resource Center. <br />After further discussion, the Board asked Dr. Joyner to let <br />his Board know that these funds should be added to the <br />contingency fund for the Community Resource Center. <br />The Chairman then recognized Ms. Alice Griffin who <br />presented the Johnston-Lee Community Action, Inc. Anti-Poverty <br />Plan. Commissioner Stafford moved to approve the Community <br />Service Block Grant Anti-Poverty Plan as presented. <br />Commissioner Matthews seconded the motion and upon a vote the <br />results were as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford and Wicker <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />The Board next considered the Issuance of Bond Orders. <br />Commissioner Dossenbach introduced the following bond orders: <br />"BOND ORDER AUTHORIZING THE ISSUANCE OF $8,700,000 <br />PUBLIC BUILDING BONDS OF THE COUNTY OF LEE" <br />WHEREAS, the Board of Commissioners of the County of Lee <br />deems it advisable to make the improvements hereinafter <br />described; and <br />WHEREAS, the Board has caused to be filed with the <br />Secretary of the Local Government Commission of North Carolina <br />an application for Commission approval of the bonds hereinafter <br />described as required by The Local Government Finance Act, and <br />the Secretary of the Local Government Commission has notified <br />the Board that the application has been filed and accepted for <br />4 <br />
