The County's rates are a little higher <br />since the County's system is smaller and does not have as big <br />a customer base to depend on. The Water Committee discussed <br />looking at rates, but decided to wait until budget time. <br />This would also allow some time to be on line with the Floyd <br />Browne Plant. <br />Commissioner Dossenbach moved to adopt the Water System <br />Rules and Regulations for the Lee County Water System as <br />presented. Commissioner Cox seconded the motion, and upon a <br />vote the results were as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford and Wicker <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />Commissioner Stafford asked Mr. Joyce for an update on the <br />water plant at Golden Poultry. Mr. Joyce reported that the <br />water plant is on line and is averaging about 1,000,000 gallons <br />a day. <br />The Board next considered a request from the Environmental <br />Affairs Board for Lee County Government to consider purchasing <br />only recyclable paper for County use. Commissioner Stafford <br />reported this was part of a motion from the Environmental <br />Affairs Board which passed unanimously. The problem of <br />recyclable goods exists not only in Lee County, but statewide <br />and nationwide. If we are going to begin to get into the <br />recycling business, then we have to assist in helping create <br />some markets for that product. They are requesting this Board <br />to consider adopting a policy that recyclable paper be purchased <br />and used in all shapes, forms and measures where possible by the <br />County. County Manager Cowan advised that the Chamber of <br />Commerce has an Environmental Affairs Committee and they are <br />very interested in participation in this program. <br />Commissioner Cox asked if a study had been made on the life <br />of recyclable paper for records at the courthouse and libraries <br />that are kept for perpetuity. The County Attorney advised that <br />a copy of the records in the Register of Deeds office goes into <br />the archives so if they were destroyed they can be reproduced. <br />After discussion, the Board agreed to have the County Manager <br />look into this and report back to the Board as soon as <br />possible. <br />The Board next considered a replacement for Mr. Albert <br />Fowler who had advised that he could not serve on the Mid- <br />Carolina Council of Government. It was agreed that Chairman <br />Wicker would select someone to serve on this Board. <br />The Board then discussed the following Proposed Budget <br />Procedure Calendar for Fiscal Year 1990-1991: <br />2 <br />
