M 12 50 <br />MI ES OF THE REGULAR MEETIN <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />Monday, February 19, 1990 <br />The regular meeting of the Board of Commissioners for the <br />County of Lee, State of North Carolina, convened at 7:00 P.M. <br />on Monday, February 19, 1990, in the Commissioners, room on <br />J the second floor of the County Office Building, 200 Wicker <br />Street, Sanford, North Carolina. Those present were: <br />Commissioners Albert L. Cox, John R. Dossenbach, Jr. Bertha <br />L. Matthews, William C. Stafford, Jr. and Gordon A. Wicker. <br />Chairman Wicker declared a quorum present and the meeting open <br />for the transaction of business. <br />Chairman Gordon A. Wicker presided and the following <br />business was transacted: <br />The invocation was given by Commissioner Dossenbach. <br />The Board next considered the draft of the minutes of the <br />February 5, 1990 Regular Meeting. Commissioner Cox moved that <br />the draft of the minutes be adopted as the official minutes for <br />said meeting and that they be recorded. Commissioner Stafford <br />seconded the motion and upon a vote the results were as <br />follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford and Wicker <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />Commissioner Cox reported that Mr. Brewer, County <br />Maintenance Director, had advised him that the cost of sun <br />screening windows at the Art Center would be approximately <br />$13,500.00. Two windows, on the Horner Boulevard side, have <br />been prepared as a sample for the Board to examine at their <br />convenience. <br />The Board next considered a recommendation to adopt the <br />Water System Rules and Regulations for Lee County. Mr. Bob <br />Joyce reported the Water Committee reviewed the Rules and <br />Regulations, which had not been updated since November of 1985. <br />There are several minor changes and corrections to building <br />locations and references to the Water System. There is only one <br />major change, a calculation on undetected leaks. The policy had <br />been on undetected leaks to average the three previous months. <br />The Water Committee recommended that method be changed to using <br />the same month of service from the previous year. <br />Commissioner Stafford asked how the tap on fees and rates <br />1 <br />
