0 DOOR 13 Pha 66 <br />the City does test for radioactivity every 4 years through a <br />contract with the State; but, with this potential, they may have <br />to contract with a lab to test more often. <br />The Chairman recognized Mrs. Mary Thornton Yarborough, <br />Environmental Affairs Board Chairman. Mrs. Yarborough <br />distributed maps of the proposed area. She asked that the <br />Commissioners go before the legislature when they are in full <br />session to express that consideration should be given to Lee <br />County particularly in emergency preparedness. She hoped that <br />the Commissioners would petition our legislature that some <br />incentive be given Lee County as well as Chatham and Wake. <br />Commissioner Cox added that at the very least we should get <br />equipment, gear and whatever is required for a hazardous material <br />team. If the City and County cooperate more pressure can be put <br />on the legislature by working together than individually. Mrs. <br />Yarborough agreed there are many considerations to be made. <br />Commissioner Stafford made a motion that the Board go on <br />record in opposition to the placement of a low-level radio active <br />waste site on the Chatham/Wake border line as is being proposed. <br />Commissioner Dossenbach seconded the motion and upon a vote the <br />results were as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford and Wicker <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />Commissioner Cox suggested drafting a motion that would <br />state we are against siting hazardous waste anywhere in North <br />Carolina that would handle waste from other states. If we are <br />producing such waste, we should be responsible for dealing with <br />it. We need to state that if they proceed with this we should <br />get water monitoring equipment and a hazardous material team. <br />Commissioner Dossenbach suggested that in anticipation that <br />the City will probably act on this at their next meeting, the <br />Chairman could appoint a committee to work along with the City of <br />Sanford on a joint resolution to be adopted by both Boards <br />stating our opposition to the location, but if it is located <br />there what is expected by the City and County. Commissioner <br />Stafford added that the Town of Broadway should also be <br />included. <br />After discussion, Commissioner Dossenbach moved that the <br />Chairman appoint Commissioner Stafford, Mrs. Yarborough and <br />County Manager Cowan to a committee to draft a resolution <br />opposing the siting of the waste disposal facility on our border <br />and addressing the demands Lee County, Sanford and Broadway would <br />place upon the State if the disposal facility is located on the <br />Wake/Chatham site and on the Lee County Border. Also, to <br />authorize the County Manager to write a letter to the Mayors of <br />Broadway and Sanford asking them to appoint representatives of <br />their Boards and staff to assist in drafting the language for <br />12 <br />
