The Clerk is directed, should a qualifying upset bid be <br />received within ten (10) days from the publication of said notice <br />in accordance with G.S. 160A-269, to re-advertise the offer at the <br />increased upset bid amount. <br />The motion was seconded by Commissioner Stafford and upon a <br />vote the results were as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford and Wicker <br />Nay: None <br />The Chairman ruled the Resolution carried unanimously. <br />The Board next considered Budget Amendment #04/02/90/17. <br />The Finance officer reviewed the budget amendment. The County <br />Manager advised that the Finance Committee recommended not to <br />approve the section pertaining to the Health Department. <br />Commissioner Stafford advised that he would be asking the Health <br />Board to reconsider ways to reapportion this money to be used more <br />wisely. Commissioner Stafford moved that the Budget Amendment be <br />approved with the exception of the amendment submitted by the <br />Health Department. Copy of the Amended Budget Amendment is <br />attached to these minutes and by this reference made a part <br />hereof. Commissioner Cox seconded the motion and upon a vote the <br />results were as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford and Wicker <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />The Board then considered an Indirect Cost Service Proposal <br />from David M. Griffith and Associates. The Finance Officer <br />reported that a Central Service Allocation Plan identifies the <br />various costs incurred by the County to support and administer <br />Federal programs. This plan will contain a determination of the <br />allowable costs of providing each supporting service such as <br />purchasing, legal counsel, disbursement processing, etc. Mrs. <br />Fields advised that the proposed contract states $4,500, but <br />David M. Griffith & Associates have agreed to $4,000, and if no <br />new money is found there will be no charge. Sixty-two counties <br />have contracted with David Griffith to figure their cost <br />allocation plan. One of the things this may do is find some <br />Social Services indirect cost that we are not charging. <br />Commissioner Dossenbach moved to accept the Finance Officer's <br />recommendation. Commissioner Matthews seconded the motion and <br />upon a vote the results were as follows: <br />Aye: Cox Dossenbach Matthews Stafford and Wicker <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />7 <br />
