Deloitte & Touche $33,600 <br />Sanford, North Carolina <br />Mrs. Fields recommended the low bid of Cherry, Bekaert & <br />Holland of $21,500. Commissioner Dossenbach moved to accept the <br />recommendation of the Finance Officer. Commissioner Stafford <br />seconded the motion, and upon a vote the results were as <br />follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford and Wicker <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />The Finance Officer advised that each firm was asked to <br />give an estimate of the cost for audit services for the next two <br />years. Cherry, Bekarert & Holland's bid was $23,000 for 1991 <br />and $25,000 for 1992. After discussion, the Board agreed to <br />consider accepting this estimate if a clause was included in the <br />contract where we could decline if not satisfied with their <br />performance. The County Manager and County Attorney were asked <br />to meet and draft a non-performance clause. <br />The Chairman recognized Mr. Eugene Hines, Health Director. <br />Mr. Hines reported on the following new state rules: <br />(1) Daycare Regulations <br />Number of inspections increasing from one per year to at <br />least quarterly inspections. <br />(2) Swimming Pool Regulations <br />Effective May 1, 1990 "No public swimming pool may be <br />opened for use unless the owner or operator has obtained an <br />operation permit issued by the local health department." It is <br />estimated that between 45 - 60 public swimming pools and spas <br />will require operation permits in Lee County before May 1, <br />1990. <br />(3) Revised On-Site Sewage Rules - Effective January 1, 1990 <br />A. Changes on permits from three years to five years. <br />B. Must have on the permit that if site is altered or <br />original soil disturbed then permit is invalid and the <br />applications need to be revised. <br />C. Notify septic tank contractors of changes in <br />regulations, septic tank manufacturers concerning construction <br />of septic tanks and pump tanks. <br />The Board next considered the new fees that were <br />recommended for approval by the Board of Health.
