13 94 <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />Commissioner Stafford thanked the members of the Water <br />Committee and Mr. Joyce for their work on this policy. <br />The Board next considered a request from the Triangle J <br />Council of Governments to increase dues for a Solid Waste <br />Planner position. Commissioner Stafford advised that the <br />Finance Committee studied this at their regular meeting last <br />Tuesday and sought to rationalize what this person would be <br />doing with the Solid Waste Committee. Since Lee County is <br />getting excellent cooperation from the State Solid Waste <br />Division, the Finance Committee is recommending opposing the <br />hiring of this individual. <br />Commissioner Stafford moved to deny the request from the <br />Triangle J Council of Governments to increase dues for a Solid <br />Waste Planner. Commissioner Matthews seconded the motion and <br />upon a vote the results were as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford and Wicker <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />Commissioner Stafford brought up for discussion Lee <br />County's affiliation with Triangle J Council of Governments. He <br />reported that the Finance Committee had discussed what Triangle <br />J was doing for Lee County and how we were benefiting from our <br />membership. In the past they have been very helpful in the <br />planning area before each town, municipality and county had <br />their own planners and they did a lot of vital work that was <br />very good. The bill for next year would be $19,456.00 to be a <br />member of this COG and we should make sure what our citizens are <br />paying for. Commissioner Stafford moved that Lee County study <br />and make a recommendation to the Finance Committee to deal with <br />the upcoming budget to consider whether it's in Lee County's <br />best interest to stay in this region or to withdraw from it. <br />Commissioner Cox, the Board's representative on Triangle J <br />advised that he has not attended all of Triangle J meetings <br />because there are so many conflicts. He added they obviously do <br />all counties some good lobbying to the legislators, but the <br />County Commissioners Association does the same things and is <br />more effective than the COG. He advised he had some very <br />sympathetic tendencies toward what Commissioner Stafford said. <br />Commissioner Dossenbach asked that when the Chairman appoints <br />this study committee to consider making the County Manager the <br />Chairman of the group because that way fellow Commissioners in <br />other counties will not be as apt to come to us with extreme <br />pressure. Commissioner Cox agreed that this is a sensitive <br />matter. <br />6 <br />
