P 13 : 9? <br />such approved p ans and will include service taps to each <br />lot with meter box, meter yoke and cut-off. <br />3) Upon completion of any new extension, the developer <br />will deed the entire facilities (including all <br />rights-of-way, easements, permits, franchises and <br />authorizations) to the County. The County will not <br />reimburse the developer for these service extensions. <br />4) For water mains extended under this method, the <br />developer making the extension will be entitled to <br />reimbursement at the "prevailing reimbursement rate for the <br />fiscal year" of the connection. The County will collect <br />fees from any property owner who connects to the system, <br />according to the basis set by the Board of Commissioners. <br />The County will make reimbursements to the developer for a <br />period beginning at the time of acceptance of the line and <br />ending at the end of the fifth full fiscal year thereafter, <br />or until the reimbursable portion is paid in full whichever <br />comes first. <br />If the five year period expires before the cost of the <br />line is fully reimbursed, the County will continue to <br />collect fees at the prevailing reimbursement rate until <br />such time as the line cost is fully recouped or until the <br />end of the tenth full fiscal year which ever comes first. <br />Monies collected in years 6 through 10 will not be passed <br />through to the developer but will be paid into the Water <br />Fund. <br />B. Special Assessment Districts <br />It shall be the policy of the Lee County Board of <br />Commissioners that the expansion of the Lee County Water System <br />may be made by the establishment of special assessments <br />districts as provided by GS 153A-185. The following conditions <br />must be met in order to complete extensions under this method: <br />1) Petition(s) signed by at least 60% of the residents in <br />an area desiring water service must be received by the LCWS <br />office. Signers must be owners of the property to be <br />served and the petition must include the current mailing <br />address of the signers and the location of property to be <br />served if different from the mailing address. <br />2) A public hearing will be held to establish that a <br />bonafide need exists for water service. <br />3) Since no expansion may occur unless the County has the <br />funds to build the facilities, a source of revenue to <br />construct the waterline must be identified by the Board of <br />Commissioners. The Board will endeavor to set aside money <br />in the Water Fund each year to fund extensions. These <br />funds would be used on a priority basis set by the Board <br />4 <br />
