A large <br />market will lower the price. At the present time there is a <br />relatively small market. Mrs. Powell advised that her <br />recommendation would be to wait a year or two on the purchase of <br />copier paper and computer paper, but to go ahead and purchase <br />the 25% cotton bond paper for letterhead. <br />Commissioner Stafford moved that Lee County use the <br />25% cotton bond paper for letterhead which would cost the County <br />no more than $4.68 and would support the actions of the <br />Environmental Affairs Board. The motion failed due to lack of a <br />second. <br />The Board next considered a proposed Water Extension <br />Policy. The Chairman recognized Mr. Bob Joyce. Mr. Joyce <br />reviewed the Draft of the Lee County Water System Extension <br />Policy: <br />Section 1. General Statement of Policy <br />It is the policy of the Lee County Board of Commissioners <br />that expansions of the Lee County Water System may occur through <br />several methods. These methods may be used to extend existing <br />lines which are a part of the Lee County Water System or may be <br />used to create a new, separate water system which would be <br />dedicated to Lee County for ownership and operation. <br />Expansion may occur under the following conditions: <br />1) It is determined by the Lee County Board of Com- <br />missioners that an adequate water supply is available at <br />the time of the requested expansion; and <br />2) That sufficient funds for the expansion are <br />available. <br />3) The expansion is approved by the Lee County Board <br />of Commissioners. <br />Section 2. Methods of Extension <br />A. Developer Extensions <br />It shall be the policy of the Lee County Board of <br />Commissioners that any developer may submit plans for the <br />expansion of the Lee County Water System provided the following <br />conditions are met: <br />1) The developer will submit plans for review and approval <br />by the County-approved engineers, the Lee County Planning <br />Department and the NC Department of Human Resources. <br />2) The developer will install the lines in accordance with <br />3 <br />
