There will be a <br />second public hearing at which time the actual application will <br />be described. Commissioner Cox asked if there was a specified <br />lapse of time between this hearing and the second required <br />hearing. Mr. Green advised there is no specified time, but <br />there must be a notice in the non legal section of the <br />newspaper 10 days prior to the hearing. <br />Mr. Joyce advised they are presently looking at two areas <br />which they feel are promising. One is an area out Steele <br />Bridge Road past the intersection with Pickard Road <br />approximately 1/4 of a mile. There are several houses in that <br />area on both sides of the road that would provide what CDBG is <br />looking for and that is comprehensive treatment of a target <br />area. The other area is the Beulah Brown Road area which is <br />across the railroad track from the Sanford Lee County Airport. <br />There are a number of houses at the end of that road without <br />adequate water and sewer facilities and in a bad state of <br />repair. Both of these areas will be surveyed to determine <br />income levels. <br />After all persons desiring to speak had been given an <br />opportunity to do so, Commissioner Matthews moved that the <br />public hearing be closed. Mrs. Powell distributed samples of recycled paper to the <br />Board. She advised that if recycled paper was used by Lee <br />County for copier paper, cotton bond paper, letterhead and <br />computer paper there would be a 48% increase in cost based on <br />the amount of paper used by Lee County from March of 89 to March <br />of 90. There is no consensus on how long recycled paper will <br />last. The general consensus is that if it is the kind that <br />contains acid it should last 80 to 90% as long as paper products <br />made of virgin paper. An alternative to purchasing all <br />recycled paper products is the use of letterhead printed on <br />recycled paper. When using letterhead printed on 25% cotton <br />bond paper with a recycled content, the additional cost to Lee <br />County would be $4.68. This letterhead has a small "Recycled <br />2 <br />
