( HJ 13, x:00 <br />' MINDES OF THE SPECIAL MEETING@ <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />Wednesday, May 2, 1990 <br />The special meeting of the Board of Commissioners for the <br />County of Lee, State of North Carolina, convened in the <br />Commissioners' Room on the second floor of the County Office <br />J Building, 200 Wicker Street, Sanford, North Carolina, at 3:00 <br />o'clock P. M., May 2, 1990, the same being the time, date and <br />place specified in the call issued by the Chairman. Those <br />present were Commissioners Albert L. Cox, John R. Dossenbach, <br />Jr. William C. Stafford, Jr. and Gordon A. Wicker. <br />Chairman Wicker declared a quorum present and the meeting open <br />for the transaction of business. <br />Chairman Gordon A. Wicker presided and the following <br />business was transacted: <br />The invocation was given by County Attorney, K. R. <br />Hoyle. <br />The Board first considered a grant for Runaway and <br />Homeless Youth. The Chairman recognized Mr. Ronnie Martin, <br />Director Lee County Youth Services who explained this grant <br />requires a 10% match and would cover the operating expenses <br />for Hillcrest Youth Shelter. Commissioner Dossenbach moved to <br />authorize Mr. Martin to apply for the grant. Commissioner <br />Stafford seconded the motion and upon a vote the results were <br />as follows: <br />Aye: Cox, Dossenbach, Stafford and Wicker. <br />Nay: None <br />Absent: Matthews <br />The Chairman ruled the motion carried unanimously. <br />Commissioner Bertha L. Matthews joined the meeting and <br />participated in the future deliberations of the Board. <br />The Board next considered a proposal on the renovation of <br />the Wilrik Building from Anderson Development Corporation. <br />The Chairman recognized Mr. Bob Joyce, Economic Development <br />Director. Mr. Joyce introduced Mr. DeWayne Anderson of <br />Anderson Development Corporation. Mr. Anderson reviewed the <br />proposal and explained that he plans to apply for a $2.186 <br />million loan from the Farmers Home Administration (FmHA) for a <br />1 <br />
