i-JK <br />M f'm:E <br />N <br />_.y'. <br />The Chairman ruled <br />the <br />motion <br />carried <br />unanimously. <br />Mr. Hines advised that the Board of Health is also <br />requesting that the County Commissioners go on record opposing <br />further request of Local Boards mandated by legislative action <br />unless complete funding by the State is provided or a local user <br />fee is permitted. They are presently receiving requests from <br />the State for additional services without additional funds and <br />in some cases, without the ability to charge a fee. <br />Commissioner Stafford advised this was information the Health <br />Board would like to have passed on in letter form to our <br />legislators by the County Manager's office. Commissioner <br />Stafford moved to approve this request. Commissioner Cox <br />seconded the motion and upon a vote the results were as <br />follows: <br />Aye: Cox, Matthews, Stafford and Wicker <br />Nay: None <br />Mr. Hines informed the Commissioners that the Board of <br />Health also approved a change in the Maternal Health program <br />based on a recommendation from a committee appointed by the <br />Board of Health. Included in that change the Board recommended <br />charging for some services offered by the Health Department for <br />the Maternal Health Program. Copy of the Maternal Care Health <br />Fee Scale is attached to these minutes and by this reference <br />made a part hereof. Commissioner Stafford moved to accept the <br />recommendation of the Health Board for Maternal Health and <br />Maternal Care Coordination fees. Commissioner Matthews seconded <br />the motion and upon a vote the results were as follows: <br />Aye: Cox, Matthews, Stafford and Wicker <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />Mr. Leonard Barefoot, County Planner, appeared before the <br />Board and advised that the Planning Board has received road <br />petitions from residents living adjacent to St. Joseph Street, <br />White Street and Hilltop road requesting that they be added to <br />the state system for maintenance. The Planning Board <br />recommended that these petitions be forwarded to the Aberdeen <br />Office of the Division of Highways with a favorable <br />recommendation for the streets to be added to their system for <br />maintenance. <br />Mr. Barefoot advised that Hilltop Road was rejected by DOT <br />in March of 1988 due to there not being enough residences on the <br />road and due to the lack of an acceptable base. There may now <br />be a few more occupied residences on the road, but the road <br />base has not changed. Mr. Jerry Maddox of the DOT recommends <br />forwarding the petition to the DOT again requesting that the DOT <br />investigate if this road falls under the participation <br />provisions established to bring roads built before 1975 up to <br />state specifications.
