B. There will be a solid waste disposal fee 0, $18.00 annually <br />for each County residence located outside the corporate limits <br />of the City of Sanford and the Town of Broadway. A $12.00 per <br />year recycling center fee will be charged to both municipal and <br />rural residential units, commercial business, churches, <br />governmental buildings and clubs. The bill for these fees shall <br />be directed to and paid by the owner of the real estate where <br />the households are situated. Exemptions for vacancies at mobile <br />home parks can be requested by the owner and will be provided <br />upon proof the vacancies exist. Households subject to the fee <br />are those in existence on January 1, 1990. New households will <br />be added upon completion as verified by the County Building <br />Permit. <br />C. Commercial businesses, churches, clubs, and industrial <br />activities shall be required to contract with private haulers or <br />transport their own solid waste to the landfill. <br />D. The disposal and recycling center fee shall be billed with <br />the ad valorem taxes and shall be payable at the same time and <br />in the same manner as taxes. The first monies paid shall be <br />applied to the solid waste fee. Interest on delinquent fees <br />shall be assessed in the same manner as though the fee were ad <br />valorem taxes. The annual fee shall become a lien upon the real <br />property as though it were ad valorem taxes. <br />E. The entry into the landfill of any vehicles signifies the <br />consent of the owner and driver of the vehicle for it to be <br />searched so that the County can insure that no hazardous or <br />prohibited substance is brought into the landfill. <br />F. All haulers who must pay the per ton disposal fee shall pay <br />at the time the solid waste is delivered to the landfill unless <br />arrangements have been made for periodic billing. <br />G. Private haulers collecting only rural (outside <br />municipality) household waste will be exempt from paying <br />disposal fees on these collections. The private hauler will be <br />required to furnish the Solid Waste Director a list of all his <br />rural clients in Lee County. <br />H. All solid waste entering the landfill, except tires, shall <br />be weighed. <br />I. Demolition waste will be charged the same as solid waste <br />and can only be disposed of at the landfill. <br />J. A fee will be charged for scrap tire collection, processing <br />and disposal as follows: <br />Type Tires <br />Charge Per Tire <br />Car & Light Truck Tires $1.00 <br />Medium & Large Truck Tires $2.00 <br />Farm Tractor Tires $3.50 <br />3 <br />
