and to eliminate those three positions. It is melt by this <br />change that the Director will be closer in line with the people <br />that actually run the programs. However, it is the feeling of <br />the Commission that because of the loss of these three positions <br />the number of programs which can still be offered would be <br />seriously reduced. Because of that, the Commission recommends <br />the creation of a position in line with the supervisory <br />positions of Athletic Director, Arts/Special Interest Director, <br />Outdoor Education Specialist, and Maintenance Director to be <br />called the Special Programs & Events Director. This position <br />would pick up some of the programs that the present <br />Superintendent of Recreation supervises. <br />The Board discussed the proposal at length with Mr. Buie <br />and Mr. McLaughlin, Director, Parks & Recreation. Commissioner <br />Stafford advised that there are two separate issues involved. <br />The reduction in force of three positions and then the request <br />from the Recreation Commission for the one new position. He <br />felt we should act on the three positions tonight. Commissioner <br />Stafford moved to approve the reduction in force of three <br />positions at the Lee County Recreation Operation. One, the <br />Superintendent of Recreation, two, the Superintendent of Parks, <br />and three the Outdoor Recreation Specialist effective July 1, <br />1990. Commissioner Cox seconded the motion and upon a vote the <br />results were as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford and Wicker <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />The Chairman advised that the request for a new position <br />would be considered as part of the budget process. <br />The Board then considered the establishment of a Solid <br />Waste Enterprise Fund for the collection, disposal and recycling <br />of Household Solid Waste. Mr. Bobby Johnson, Public Works <br />Director was recognized. Mr. Johnson explained that the concept <br />of user fees is increasingly popular across the United States as <br />a method of directly charging the user of a County service with <br />the cost of providing that service. Under the enterprise Fund <br />Method, tax funding for a function or department is dropped and <br />the user fee collections take over to provide the revenue <br />support. State government is encouraging the use of an <br />enterprise fund to operate all County Solid Waste Management <br />Systems. Mr. Johnson recommended the County initiate this <br />method of operation to begin July 1, 1990. <br />A. The Lee County Landfill will only accept waste generated in <br />Lee County. A $9.00 per ton charge shall be collected on all <br />solid waste brought to the landfill. However, there shall be no <br />charges at the landfill for solid waste generated by an <br />individual at his own residence and which is brought to the <br />landfill in an automobile or pickup truck. <br />2 <br />
