MINES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />J <br /> <br />Monday, May 21, 1990 <br />The regular meeting of the Board of Commissioners for the <br />County of Lee, State of North Carolina, convened at 7:00 P.M. on <br />Monday, May 21, 1990, in the Commissioners' room on the second <br />floor of the County Office Building, 200 Wicker Street, Sanford, <br />North Carolina. Those present were: Commissioners Albert L. <br />Cox, John R. Dossenbach, Jr. Bertha L. Matthews, William C. <br />Stafford, Jr. and Gordon A. Wicker. Chairman Wicker declared a <br />quorum present and the meeting open for the transaction of <br />business. <br />Chairman Gordon A. Wicker presided and the following <br />business was transacted: <br />The invocation was given by County Attorney, K. R. Hoyle. <br />The Board next considered the draft of the minutes of the <br />May 2nd Special Meeting, the May 7 Regular Meeting and the May 15 <br />Special Meeting. Commissioner Cox moved that the draft of the <br />minutes be adopted as the official minutes for said meeting and <br />that they be recorded. Commissioner Matthews seconded the motion <br />and upon a vote the results were as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford and Wicker <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />The Chairman presented a Certificate of Recognition to Dr. <br />Lynn Smith and extended his appreciation to Dr. Smith for <br />serving on the Recreation Commission. <br />The Board then considered a proposed Reduction in Force in <br />the Parks and Recreation Department. The Chairman recognized <br />Mr. Don Buie, Chairman Parks and Recreation Commission. Mr. <br />Buie advised that the Parks and Recreation Commission met on May <br />16 to finalize its proposed 1990-91 budget. A main concern at <br />that meeting was a request by the Finance Committee to eliminate <br />three full-time positions: the Superintendent of Recreation, <br />Superintendent of Parks and the Outdoor Recreation Specialist. <br />It was their understanding the reason for the reduction of the <br />two superintendent positions was to eliminate a layer of <br />supervision which prohibits more direct contact and attention to <br />the Director to his first line work force. <br />The proposal of the Recreation Commission is to restructure <br />1 <br />
