eooK 13 `.x`157
in'the Planning Of~ce.
Commissioner Cox moved that the Public Hearing on the
proposed Zoning Ordinance be held on June 18, 1990 at 7:00 P.M.
Commissioner Stafford seconded the motion and upon a vote the
results were as follows:
Aye: Cox, Dossenbach, Matthews, Stafford and Wicker
Nay: None
The Chairman ruled the motion carried unanimously.
The County Manager reported that the Department of
Transportation has scheduled a Public Hearing on the County
Secondary Road Program for July 2, 1990 at 9:30 A.M.
The Board next considered a proposal to contribute $21,600
to improve a sewer line to serve Tyson Foods. The County
Manager advised that Tyson Foods is opening a food processing
plant at the old Maxway Building around September 1, 1990. The
entire sewer line must be replaced at an estimated cost of
$200,000. The Chamber of Commerce has requested funding for
this project as follows: $75,000 from the Company, $75,000 from
the City of Sanford, $25,000 from the Industrial Development
Corporation and $21,600 from Lee County. Payment would not
need to be made until after July 1st.
Commissioner Dossenbach moved that $21,600 be made
available to show Tyson Foods that we are glad to have them as a
member of Lee County. Commissioner Stafford seconded the
motion. Chairman Wicker asked what the opening of this plant
would mean to the County. Mr. Joyce advised that this plant
would manufacture corn meal products and will initially employee
between 150 and 200 people and hope to boost their employment to
around 300. They plan to invest in the plant between 8 1/2 and
11 million dollars, which will be a sizable increase in our tax
base. The County Manager asked if the Board had a preference on
the source of revenue for this contribution. Commissioner
Dossenbach asked for Mr. Cowan's recommendation. Mr. Cowan
advised that there was a $257,000 balance as of April in the
Utility and Water Fund and he would suggest the board
appropriate the $21,600 from this fund which is an Enterprise
Fund and is paying for itself. Commissioner Dossenbach amended
his motion to fund the $21,600 to improve the sewer line to
serve Tyson Foods from the Utility and Water Fund as recommended
by the County Manager. Commissioner Cox seconded the motion and
upon a vote the results were as follows:
Aye: Cox, Dossenbach, Matthews, Stafford and Wicker
Nay: None
The Chairman ruled the motion carried unanimously.
Commissioner Dossenbach asked the County Manager to inform
in writing the City of Sanford, Town of Broadway and the Sanford
3
