16? <br />aoo~ 13 (nuL <br />THEREFORE, BE IT RESOLVED, hat' fhe fee my Board of <br />Commissioners request that the N.C. Association of County <br />Commissioners support the introduction of legislation which <br />permits the local Board of Health to require restaurant owners <br />to pay for 50% of all required inspections and 100% of all <br />requested re-inspections. <br />BE IT FURTHER RESOLVED, that the Legislators, the North <br />Carolina Association of County Commissioners, and all counties <br />be called upon to work harmoniously together to achieve this <br />end. <br />Commissioner Cox seconded the motion and upon a vote the <br />results were as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford and Wicker <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />The Board then entered a Budget Work Session and discussed <br />at length the proposed Budget for Lee County for the Fiscal Year <br />beginning July 1, 1990 through June 30, 1991. <br />The Board then observed a short recess. Following the <br />recess, the Board convened with all members present. <br />The Board then discussed the County's membership in the <br />Triangle J Council of Governments. Commissioner Cox advised <br />that he has not been convinced that the membership is worth the <br />membership fee. The only program they administer is the Aging <br />Program and they have advised in a letter to the Board that: <br />"Should you decide to maintain your membership we will do our <br />part to insure a dynamic and productive relationship. Should <br />you decide to withdraw your membership, we will work with you to <br />effect an orderly transition of the Aging Programs and other <br />projects." In another letter they advised they would service <br />the Aging Program if we so desired. In a meeting with Mrs. Pam <br />Adams, Director Department For the Aging, she advised she is <br />comfortable with the position that the Board is contemplating. <br />The County Manager advised that at the present the State's <br />recommended match for the administration of the Aging Program is <br />$9,453.00. We are currently paying a Program Match of <br />$19,682.00, which totals $29,135.00. We receive $245,456.00 in <br />program funds either in services or outright cash. That is 11.8% <br />of the money. However, Mr. Barker, Executive Director of <br />Triangle J COG has requested in a telephone conversation on June <br />1, 1990 that we pay them $15,000.00 for servicing the Aging <br />Program. If you apply that to the $19,682.00 that total comes to <br />$34,682.00 which is 14.1%. The only other County in the State <br />that is currently not a member of a COG is Moore County. They <br />pay $21,000.00 and receive $185,800.00 which is 11.3%. Mr. <br />Cowan advised that there was some talk that if Lee County does <br />not become a member of the COG this current year, the COG would <br />3 <br />
