General Regulations. <br />The regulations contained in this section shall apply to all districts. <br />(a) No sign of any type shall be erected, painted, repainted, posted, <br />reposted, placed, replaced, or hung in any district except in compliance <br />with these regulations. <br />(b) All signs shall be subject to the minimum front, side, and rear yard <br />requirements and the height restrictions pertaining to the district in <br />which said signs are located. <br />(c) Illuminated signs and other sources of illumination shall be subject to the <br />provisions of G.S. 136-32.2 related to placement of blinding, deceptive, <br />or distracting lights. <br />(d) Except as used to display time and temperature, no sign shall contain <br />flashing lights. <br />(e) No sign shall be permitted which duplicates or simulates, whether by <br />design, shape, color, or otherwise, any traffic regulatory sign or other <br />sign placed by a governmental agency in the interest of public health, <br />safety, or welfare. <br />(f) No signs of any nature, except signs erected for orderly traffic control, <br />signs marking sites of historical interest, and signs for other govern- <br />mental purposes, shall be permitted within any public right-of-way. The <br />Planning Administrator may grant a temporary permit for banners, pen- <br />nants, and the like to be displayed within a public right-of-way, <br />provided that such devices shall be used only for messages of a public <br />service nature, such as announcements of charity fund campaigns, con- <br />ventions, etc., and provided that no such temporary permit shall be <br />valid for more than thirty (30) days. <br />(g) For the purposes of this ordinance, the square footage area of any sign <br />shall be measured to include the entire sign, including lattice work, <br />frame, border, molding, fencing, display area, or wall work incidental to <br />its decoration. Where a sign consists of letters, figures, or other <br />devices individually mounted on a wall or other surface, the sign area <br />shall be the same as the smallest circle or rectangle that can be <br />inscribed around such devices. <br />(h) No sign shall be erected, repaired, or repainted by any person until a <br />permit has been issued by the Planning Director, provided, however, <br />that no permit shall be required for the type of signs listed in Section <br />4, as follows: <br />Wall Sign: A sign affixed to the surface of, and whose plane is parallel <br />to the plane of the exterior wall of a building, or which forms an angle <br />of less than thirty (30) degrees with said wall. <br />Section 4. Signs Permitted in all Districts. <br />The following signs are allowed in all districts and no permit is required <br />prior to installation. <br />56 <br />
