r,, oo 13 ppu 259 (1) The pubis hearing upon' said bond ofter shall be held on the 6th day of August, 1990, at 9:30 o'clock A.M., in the commissioners, room on the second floor of the County Office Building, 200 Wicker Street, Sanford, North Carolina. (2) The Clerk of the Board of Commissioners is hereby directed to cause a copy of the bond order to be published with a notice of such hearing in the form prescribed by law in a qualified newspaper not fewer than six days prior to such public hearing. (3) The County's Finance Officer is hereby directed to file with the Clerk of the Board of Commissioners prior to publication of the bond order with the notice of such public hearing, a statement setting forth the debt incurred or to be incurred, the appraised value of property subject to taxation by the County and the net debt of the County. The motion was seconded by Commissioner Matthews and was adopted by the following vote: AYES: Cox, Dossenbach, Matthews, Stafford, and Wicker NAYS: None The Board next considered a Report on the City of Sanford's request for an extension of the Extraterritorial Zoning Jurisdiction. The County Manager advised that the Committee met with representatives of the City on June 18th. During that meeting, they requested that the staffs get together and draw up a boundary line for the Extraterritorial Jurisdiction. This was prior to the County's adopting the Zoning ordinance which essentially sets the line at the current negotiated point. As the city limits extend by annexation that line would only be extended by the annexed area, the extraterritorial jurisdiction would not extend except by permission of this Board. After considerable discussion, Commissioner Dossenbach moved to deny the extension of the extraterritorial jurisdiction beyond the limits established in the September 5, 1978 Resolution and to have the County Manager notify the City of this decision. Commissioner Matthews seconded the motion and upon a vote the results were as follows: Aye: Cox, Dossenbach, Matthews, Stafford and Wicker Nay: None The Chairman ruled the motion carried unanimously. Commissioner Cox asked Mrs. Pam Adams, Director Department for the Aging to report to the Board concerning a memorandum he received from Triangle Housing Development Corporation advising of Revision of Charter and By-Laws of that Corporation. 3
