Mr. Ankron <br />advised he thought they could handle eight or ten at a time. <br />and Mr. Polston has indicated that he will devote his personal <br />time to the project. <br />Commissioner Stafford advised that he has no problem with <br />Mr. Polston's credentials, but he has a problem that no one <br />local has been contacted. <br />The Chairman asked Mr. Cowan how long it would be before <br />the project could be started. Mr. Cowan advised that the Local <br />Government Commission will not let you issue bonds until you <br />have the project under contract. That could take anywhere from <br />9 to 18 months. You are probably looking at sometime in the <br />Fall of 1991 before you are selling any bonds. Discussion <br />followed on the time frame of the project. After discussion, <br />upon a vote the results were as follows: <br />Aye: Cox, Dossenbach, Matthews and Wicker <br />Nay: Stafford <br />The Chairman ruled the motion carried by a vote of 4 to 1. <br />The Board then observed a short recess. Following the <br />recess, the Board convened with all members present. <br />The Board next considered a contract for services for the <br />JTPA Program. Mrs. Cathy Bridges was recognized and advised that <br />the contract this year was for $27,253.00 and no funding is <br />required from Lee County. Commissioner Stafford moved to approve <br />the contract for funding of $27,253.00 with Mid-Carolina Service <br />Delivery Area to operate this program. Commissioner Cox seconded <br />the motion and upon a vote the results were as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford and Wicker <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />Commissioner Cox moved that Chairman Wicker be designated as <br />the voting delegate for the NCACC Annual Conference. <br />Commissioner Stafford seconded the motion and upon a vote the <br />results were as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford and Wicker <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />Mr. Eugene Hines, Health Director, was recognized and <br />presented a Federal Poverty Scale for 1990, Sliding Fee Scale, <br />and Patient Fees for Maternal and Child Health Programs which <br />were approved by the Board of Health.
