had no activity sin June 3'o0,ox1986. Commissioner Matthews moved <br />that the request be approved. Commissioner Cox seconded the <br />motion and upon a vote the results were as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford and Wicker <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />The Board then observed a short recess. Following the <br />recess, the Board convened with all members present. <br />The County Manager presented a DARE Officer Program <br />Proposal which would implement the D.A.R.E. program in the fifth <br />grade at all Lee County Elementary Schools. The proposal <br />states: <br />1. The Sanford City Police Department agrees to: <br />Pay 1/3 the cost of the total D.A.R.E. program <br />2. The Lee County Board of Education agrees to: <br />1. Pay 1/3 the cost to operate the D.A.R.E. <br />program. <br />2. Assist in the selection of the D.A.R.E. officer. <br />3. Order and pay out of Lee County School funds all <br />students' supplies and incentives. <br />4. Schedule the D.A.R.E. officer at each school <br />site. <br />5. Evaluate the effectiveness of the program through <br />the use of surveys. <br />3. The Lee County Sheriffs Department agrees to: <br />1. Pay 1/3 the cost to operate the D.A.R. E. <br />program. <br />2. Serve as the funding agency for all funds except <br />student materials, supplies and incentives. <br />3. Advertise, hire and oversee D.A.R.E. officer. <br />4. Employ the officer when school is not in <br />session. <br />5. Supply the officer with a vehicle, uniform and <br />accessories. <br />The County Manager advised that in the past this program <br />has been provided by the City of Sanford's Police Department <br />through its City/County Drug Unit. Also, the Juvenile Officer <br />for the Sheriffs Department provided two days a week. The School <br />Board has asked the County to consider employing a person who <br />would be a sworn Police officer and would commit the nine months <br />during the school year totally to this Program and the other time <br />performing duties as a Sheriffs Deputy, but not as an Arrest <br />Officer. <br />The proposal is to fund the cost on a one third basis. If <br />the Board approves of this proposal the cost for this year <br />pro-rated from mid-August through the end of the year would be <br />5 <br />
