Adult Day Care/Day Health (A day program for impaired
older adults who require continuous supervision).
Ms. Palmer asked that the Chairman sign the County Service
Priorities and Issue Identification Survey to endorse the
efforts of the Committee up to this point. Chairman Wicker
asked if there were County funds involved. Ms. Palmer advised
that all of the funding for this program is from the State.
Commissioner Cox moved for the endorsement of the survey.
Chairman Wicker seconded the motion and upon a vote the results
were as follows:
Aye: Cox, Dossenbach, Stafford and Wicker
Nay: None
The Chairman ruled the motion carried unanimously.
Mr. Bobby Johnson, Public Works Director appeared before
the Board and presented bids for solid waste management
equipment for three manned collection centers. The equipment
consisted of: Stationary Compactors and Containers and rolloff
recycling, open top and compactor containers. The County
Manager reported that we received three bonafide bids. He
recommended the Board accept the low bid of American Refuse
System. The bids were as follows:
Lodal-South, Inc., Concord,NC $67,790.00
Kabco, Inc., Raleigh, NC $68,261.00
American Refuse Systems $59,487.00
Pinehurst, NC
Commissioner Stafford moved to accept the low bid of
American Refuse System. Mr. Johnson advised this was to replace the
various type of radio systems and to consolidate to one
frequency in the County. Mr. Johnson advised that two bids were
received. One was unacceptable because it did not include a bid
bond. There were a couple of inquiries from companies who
wanted to bid different systems. They were told they could bid,
but elected not to. Commissioner Dossenbach asked abut the bid
that did not include a bid bond. Mr. Johnson reported that it
was $1600 less, but that was in the installation cost. If you
went to individual units it was almost $100 higher on each of
6
