Mr. McLaughlin and Mr. Ronell Dowdy, <br />the Chairman of the Parks & Recreation Commission, recognized the <br />following persons and organizations as recipients of the <br />Commission's annual voluntary service awards for 1990: <br />Corporate Donor of the Year: Burger King - accepting Mr. Richard <br />Quinn <br />Civic Club of the Year: Tie between Optimist Club of Sanford and <br />Lee County Coaches Association - accepting for the Optimist Club Mr. <br />George Collins - accepting for Lee County Coaches Association <br />Mr. Lynn Gaines <br />Sports Volunteer of the Year - Downtown Business Association - <br />accepting Mr. Phil Allen <br />Non-Sports Sponsor of the Year - Lee County Arts Council - accepting <br />Ms. Marilou Abele <br />Non-Sports Volunteer of the Year - Mr. Bob Brickhouse <br />Sponsor of the Year - Ms. Vickie Wilkins Sherman <br />Distinguished Citizen of the Year - Mr. Charles M. Reeves, Jr. <br />Following the ceremony, Commissioner Cox, the Commissioners' <br />representative on the Parks & Recreation Commission, spoke on behalf <br />of the Commissioners and thanked the volunteers for their dedicated <br />service and expressed appreciation to Mr. McLaughlin for the fine <br />job he is doing. <br />It being almost 7:30, the time for the Board's first public <br />hearing, the Board observed a short recess. Following the recess, <br />the Board convened with all four members present. Commissioner Cox <br />moved that the Board proceed to hold a public hearing on a rezoning <br />request to rezone from Residential Agricultural District (RA) to <br />Highway Commercial (HC) District. Commissioner Stafford seconded <br />the motion and upon a vote the results were as follows: <br />Aye: Cox, Dossenbach, Stafford and Wicker <br />Nay: None <br />2 <br />
