0 r3 oos <br />resolution passed unanimously. <br />Assistant County Manager, Beatrice Fields reviewed Budget <br />Amendment #09/04/90/91. Copy is attached to these Minutes and by <br />this reference made a part hereof. Following the explanation, <br />Commissioner Cox moved that the budget amendment be adopted. The <br />motion was seconded by Commissioner Dossenbach and upon a vote <br />the results were as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford and Wicker <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />The Board next considered bids on radio equipment. <br />Commissioner Stafford advised they had discussed this in the <br />Finance Committee meeting. To address concerns express by fellow <br />Commissioners about only receiving one bid, the Committee <br />recommends the following policy effective immediately: <br />GS 143-132 will apply to the purchase, or lease purchase of, <br />"apparatus, supplies, materials, or equipment" requiring an <br />estimated expenditure of $20,000.00 or more. <br />In the event that we only receive one bid, we will not open <br />that bid until we have taken further action to re-advertise for <br />additional bids. Then if further bids are not received, we will <br />open that bid. The County Attorney advised that we are adopting <br />a policy with respect to personal property that will correspond <br />with construction work. Commissioner Stafford moved that the <br />Board adopt this recommendation. Commissioner Matthews seconded <br />the motion and upon a vote the results were as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford and Wicker <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />Commissioner Stafford moved to accept the recommendation of <br />the Finance Committee to award the bid to Motorola C & E, Inc. of <br />Raleigh, NC for the purchase of a radio system for Lee County <br />operations. Commissioner Stafford advised that we may be <br />purchasing more hand held units instead of mobile units. The <br />County Manager advised that six mobile units have been cut off so <br />far. Portable radios are 4 watt radios and mobiles are 40 watts. <br />He will be meeting with Motorola to determine if 4 watts will be <br />adequate. There being no further discussion, Commissioner <br />Dossenbach seconded the motion and upon a vote the results were <br />as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford and Wicker <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />9 <br />
