Commissioner Mattws seconded the <br />motion and upon a vote the results were as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford and Wicker <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />Commissioner Dossenbach moved to approve the increase in <br />transport fees as recommended by the Emergency Medical Services <br />Advisory Committee as follows: Basic Life Support (BLS), Basic <br />Rate Plus oxygen $95.00; Advanced Life Support (ALS) base rate <br />plus procedures, supplies, and equipment now listed separately <br />$150.00. Rate outside the county $2.00 per mile and waiting time <br />$25.00 per hour. The increased fee is to be effective <br />immediately. Commissioner Cox seconded the motion and upon a <br />vote the results were as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford and Wicker <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />The County Manager reported that last December he had <br />received a request from Mr. Jack Helring of Nova Medical <br />Transport, Inc. asking to franchise a convalescent transport <br />service within the jurisdiction of Lee County. This request was <br />referred to the EMS Board who, at that time took no action. <br />Recently there was a person in the emergency room of the hospital <br />who had been transported from a convalescent center in Lee <br />County. The family wanted the person transported to Fayetteville <br />to a residence. Our policy does not permit that type of <br />transportation. Our priority is for emergency transportation. <br />Due to this situation he reactivated the Nova Transport, Inc. <br />proposal and asked Commissioner Dossenbach to re-schedule it <br />before the Emergency Medical Services Board to discuss this as a <br />way to eliminate this type of situation. The Emergency Medical <br />Services Board interviewed Mr. Helring and recommend granting the <br />franchise to Nova Medical Transport, Inc. <br />The Board discussed the proposal at length. Commissioner <br />Dossenbach advised that the recommendation is for one year only <br />and at the end of one year, this Board would look at the services <br />that had been rendered and either award it to them again or do <br />something different. This would be for non-emergency situations <br />only. Commissioner Dossenbach moved to authorize the County <br />Attorney and the County Manager to negotiate a franchise with <br />Nova Medical Transport, Inc. to operate a convalescent transport <br />service in Lee County. Commissioner Stafford seconded the motion <br />and upon a vote the results were as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford and Cox <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />7 <br />
