eo6K 13 ~r,c~ v32 BELIEVING that supervision and monitorinclqeceived by Counties from the State imposes burdens and sanctions on all counties when significant problems exist in only a small number of counties; and BELIEVING that counties have been excluded from key legal decision making and negotiating relative this to Court case; and BELIEVING that the current Alexander vs. Flaherty monitoring system makes it nearly impossible for a county to achieve or maintain a sanction free status or significantly improve its score from year to year. Be it therefore resolved that the Lee County Board of Commissioners calls upon the N.C. Association of County Commissioners to seek relief from the onerous affects of the Alexander vs. Flaherty Court Case; and Be it therefore resolved that the Lee County Department of Social Services, the Lee County Board of Social Services and the Lee County Board of Commissioners call upon the Governor of North Carolina, the North Carolina Department of Human Resources and the North Carolina General Assembly to provide relief from the onerous effects of the Alexander vs. Flaherty Court Case and Settlement Agreement. Commissioner Matthews seconded the motion and upon a vote the results were as follows: Aye: Cox, Dossenbach, Matthews, Stafford and Wicker Nay: None The Chairman ruled the resolution carried unanimously. The Chairman recognized Mr. Nathan Crissman, Tax Administrator. Mr. Crissman presented the tax releases and refunds for the month of July, 1990. The Board discussed a letter received from Mr. Edward T. Hall concerning the Solid Waste & Recycling Charges assessed against his mobile home park. The Board authorized Mr. Crissman to write a letter to Mr. Hall explaining these charges with a copy to each Commissioner. Commissioner Cox moved that the releases and refunds enumerated in the Tax Administrator's report for the month of July be authorized and approved. A copy of the report is attached to these minutes and by this reference made a part hereof. Commissioner Stafford seconded the motion and upon a vote the results were as follows: Aye: Cox, Dossenbach, Matthews, Stafford and Wicker Nay: None The Chairman ruled the motion carried unanimously.
