eo6K 13 ~r,c~ v32 <br />BELIEVING that supervision and monitorinclqeceived by <br />Counties from the State imposes burdens and sanctions on all <br />counties when significant problems exist in only a small number <br />of counties; and <br />BELIEVING that counties have been excluded from key legal <br />decision making and negotiating relative this to Court case; and <br />BELIEVING that the current Alexander vs. Flaherty <br />monitoring system makes it nearly impossible for a county to <br />achieve or maintain a sanction free status or significantly <br />improve its score from year to year. <br />Be it therefore resolved that the Lee County Board of <br />Commissioners calls upon the N.C. Association of County <br />Commissioners to seek relief from the onerous affects of the <br />Alexander vs. Flaherty Court Case; and <br />Be it therefore resolved that the Lee County Department of <br />Social Services, the Lee County Board of Social Services and the <br />Lee County Board of Commissioners call upon the Governor of North <br />Carolina, the North Carolina Department of Human Resources and <br />the North Carolina General Assembly to provide relief from the <br />onerous effects of the Alexander vs. Flaherty Court Case and <br />Settlement Agreement. <br />Commissioner Matthews seconded the motion and upon a vote <br />the results were as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford and Wicker <br />Nay: None <br />The Chairman ruled the resolution carried unanimously. <br />The Chairman recognized Mr. Nathan Crissman, Tax <br />Administrator. Mr. Crissman presented the tax releases and <br />refunds for the month of July, 1990. The Board discussed a <br />letter received from Mr. Edward T. Hall concerning the Solid <br />Waste & Recycling Charges assessed against his mobile home park. <br />The Board authorized Mr. Crissman to write a letter to Mr. Hall <br />explaining these charges with a copy to each Commissioner. <br />Commissioner Cox moved that the releases and refunds enumerated <br />in the Tax Administrator's report for the month of July be <br />authorized and approved. A copy of the report is attached to <br />these minutes and by this reference made a part hereof. <br />Commissioner Stafford seconded the motion and upon a vote the <br />results were as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford and Wicker <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />The Board then considered a recommendation to set a public <br />hearing to dispose of surplus County property.
