kn,nv j.3 P1,C< J~~ <br />MINUTES OF THE REGULAR MEETINGO <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />Tuesday, September 4, 1990 <br />The regular meeting of the Board of Commissioners for the <br />County of Lee, State of North Carolina, convened at 9:30 A.M. <br />on Tuesday, September 4, 1990, in the Commissioners' room on <br />the second floor of the County Office Building, 200 Wicker <br />Street, Sanford, North Carolina. Those present were: <br />Commissioners Albert L. Cox, John R. Dossenbach, Jr. Bertha L. <br />Matthews, William C. Stafford, Jr. and Gordon A. Wicker. <br />Chairman Wicker declared a quorum present and the meeting open <br />for the transaction of business. <br />Chairman Gordon A. Wicker presided and the following <br />business was transacted: <br />The invocation was given by Commissioner Dossenbach. <br />The draft of the minutes for the regular meeting held on <br />August 20, 1990 were reviewed and corrected. After the minutes <br />had been corrected, Commissioner Stafford moved that the draft <br />of the minutes be adopted as the official minutes for said <br />meeting and that they be recorded. Commissioner Cox seconded <br />the motion and upon a vote the results were as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford and Wicker. <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />The Chairman recognized Commissioner Stafford who advised <br />that he had asked to address the Social Services issue. Because <br />of this Board's major responsibility of the appropriation of <br />funds to that Department, it would be appropriate at this time <br />to ask that the State Auditor, Mr. Edward Renfrow, grant the <br />appropriate staff to come to Lee County and investigate directly <br />the Foster Care Program and any other area that the Auditor's <br />Office would feel is appropriate and then to report back to this <br />Board as well as the local Social Services Board and any other <br />State Agency that they might deem appropriate. This motion is <br />made clearly to address the relationship that this Board has <br />with Social Services and its appropriations to that Board. This <br />does not deal with any personnel matters or policy or procedure <br />matters. Those are matters that should be and are handled by NC <br />Statute empowering our local Social Services Board. <br />Commissioner Stafford moved to authorize the County Manager <br />to draft a letter asking the State Auditor, Mr. Edward Renfrow's <br />1 <br />
