kn,nv j.3 P1,C< J~~ MINUTES OF THE REGULAR MEETINGO OF THE BOARD OF COMMISSIONERS FOR THE COUNTY OF LEE, STATE OF NORTH CAROLINA Tuesday, September 4, 1990 The regular meeting of the Board of Commissioners for the County of Lee, State of North Carolina, convened at 9:30 A.M. on Tuesday, September 4, 1990, in the Commissioners' room on the second floor of the County Office Building, 200 Wicker Street, Sanford, North Carolina. Those present were: Commissioners Albert L. Cox, John R. Dossenbach, Jr. Bertha L. Matthews, William C. Stafford, Jr. and Gordon A. Wicker. Chairman Wicker declared a quorum present and the meeting open for the transaction of business. Chairman Gordon A. Wicker presided and the following business was transacted: The invocation was given by Commissioner Dossenbach. The draft of the minutes for the regular meeting held on August 20, 1990 were reviewed and corrected. After the minutes had been corrected, Commissioner Stafford moved that the draft of the minutes be adopted as the official minutes for said meeting and that they be recorded. Commissioner Cox seconded the motion and upon a vote the results were as follows: Aye: Cox, Dossenbach, Matthews, Stafford and Wicker. Nay: None The Chairman ruled the motion carried unanimously. The Chairman recognized Commissioner Stafford who advised that he had asked to address the Social Services issue. Because of this Board's major responsibility of the appropriation of funds to that Department, it would be appropriate at this time to ask that the State Auditor, Mr. Edward Renfrow, grant the appropriate staff to come to Lee County and investigate directly the Foster Care Program and any other area that the Auditor's Office would feel is appropriate and then to report back to this Board as well as the local Social Services Board and any other State Agency that they might deem appropriate. This motion is made clearly to address the relationship that this Board has with Social Services and its appropriations to that Board. This does not deal with any personnel matters or policy or procedure matters. Those are matters that should be and are handled by NC Statute empowering our local Social Services Board.
