Foos 13 Sos <br />Mrs. Mary Thor,.ton Yarborough, a member of Environmental <br />Affairs Board, asked for a definition of Heavy Industry and asked if <br />that includes a landfill. Mr. Leonard Barefoot, Director Planning, <br />reported sanitary landfills are permitted by right in a Heavy <br />Industry zone which means no conditions are listed and no hearing is <br />required. <br />Mrs. Laura Young of Deep River Road stated that we have enough <br />land in industrial parks and it is not necessary to designate <br />another area of the County for industrial use. <br />There being no <br />Chairman opened the <br />rezoning request to <br />Industrial District <br />acres of land locat <br />Township. <br />further discussion on Item No. 1, the Vice <br />floor for discussion on the second request. The Ordinance requires that particular operation to be <br />allowed only after a Special Use Permit is approved. A Conditional <br />Use Permit is synonymous with the term Special Use Permit and <br />requires approval of both the Planning Board and the Board of <br />Commissioners. The petitioner is American Refuse Systems Waste <br />Management Tire Recycling, Ltd. and it is for a tire retreading <br />operation. Mr. Barefoot added there are several state applications <br />for this particular type of use. He advised that the Environmental <br />Affairs Board reviewed the matter and made the following <br />recommendations: <br />1. The maximum amount of whole tires, in-process material and <br />scrap on hand will not exceed 70,000 tires. <br />2. Tires to be stored in individual piles will not exceed <br />5,000 tires per pile and will be separated by fire lanes. <br />3. Tires will be processed within ten days or must be covered <br />by six mill plastic. At no time will a tire be on site for more <br />than thirty days. <br />4. Noise level at the facility perimeter will be maintained at <br />75 decibles or less. <br />5. The facility will be manned by an employee or guard <br />service 24 hours a day, year round. <br />6. ARS will make available to the Northview Volunteer Fire <br />Department equipment, supplies, utilities, and training necessary to <br />extinguish tire fires involving a minimum of 70,000 tires. <br />Mr. Barefoot introduced Mr. Grant Godwin, Director of <br />Operations ARS Waste Management Tire Recycling, Pinehurst. <br />Mr. Godwin reported that ARS-Waste Management proposes to utilize <br />the property for the recycling of scrap tires.
