Commissioner Cox asked the County <br />Manager to check and make sure that proper documentation on <br />certifications were in the personnel files. <br />The Board next considered scheduling a Public Hearing for <br />Minority Participation in Major Building Construction Projects. <br />The County Attorney advised that G.S. 143-128 requires that each <br />public body must, after notice and a public hearing, adopt an <br />appropriate verifiable percentage goal for participation by <br />minority businesses in the total value of work for which a <br />contract or contracts are awarded under G.S. 143-128. We are <br />securing a list of minority contractors from the Minority <br />Business Development Agency and the N. C. Institute of Minority <br />Economic Development as well as posting a notice at the <br />courthouse and an ad in the newspaper. The next step is to <br />schedule a Public Hearing so the architects can incorporate the <br />percentage goal in their specifications. <br />Commissioner Stafford moved to schedule a Public Hearing on <br />Monday, October 15th immediately following the Public Hearing on <br />a rezoning request which is scheduled for 7:00 P.M. He reported that part of the contract with <br />David M. Griffith & Associates was to draft a new Personnel <br />Policy. They completed their initial draft in April. A <br />Committee was appointed, consisting of eight employees and <br />chaired by Bob Joyce to go through it page by page, offer <br />modifications and "fine tune" it to Lee County's needs. Also, <br />to make sure it was consistent with the current Personnel Policy. <br />After that, it was sent to Steve Allred, an Attorney with the <br />Institute of Government, who is one of the leading experts in <br />North Carolina on personnel matters. He reviewed it during the <br />month of August and early September and offered several <br />suggestions mainly in language and grievance procedures. Mr. <br />7 <br />
