sooK 13 Pr,sE 403 <br />Commissioner Stafford moved that the Board proceed to hold a <br />public hearing on a rezoning request to rezone from Residential <br />Restricted District to Highway Commercial District 47.74 acres of <br />land on the eastern side of Highway 87 South, located at 3535 <br />Highway 87 South. Commissioner Cox seconded the motion and upon a <br />vote the results were as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford and Wicker <br />Nay: None <br />The Chairman ruled the motion carried unanimously and the <br />public hearing was open. <br />The following people spoke in opposition to the request: <br />1. Bruce Squiers of Carolina Trace, expressed concern about <br />contamination of the water if the area is zoned commercial. <br />2. Robert Cratz, President of Carolina Trace Homeowners <br />Association advised that he is opposed to the nature of the <br />rezoning request. The designation Highway Commercial is so <br />broad and while it increases the potential value of this <br />property, it does so at the expense of the neighboring <br />residential property. <br />3. George Miller, of Carolina Trace also thought the request <br />was too broad for a retirement area. <br />4. Ernest Baker, advised that he is directly affected by this <br />because the property adjoins his and he believes it should <br />remain residential. <br />5. William Callahan of Carolina Trace, also thought the <br />designation of Highway Commercial was too broad. <br />6. Bill Finn of Carolina Trace, expressed concern that the <br />value of the adjoining property would decrease. <br />Speaking for the request: <br />Mr. Larry Thomas, Mr. Odell Thomas' son, advised that Mr. <br />Thomas brought the property about eight years ago and it was sold to <br />him as commercial property. They realize there was no zoning at <br />that time. There is a repair shop there and a building and supply <br />store across the street. His father bought the property for <br />commercial use and paid a price as though it was commercial. <br />After the Board of Commissioners had heard all persons who <br />requested to be heard on the rezoning, Commissioner Cox moved that <br />the Public Hearing be closed. The motion was seconded by <br />Commissioner Stafford and was unanimously adopted. <br />The Chairman dismissed the Planning Board and advised they <br />would be meeting in the School Board Meeting Room. The public <br />is welcome to attend that meeting. <br />Commissioner Matthews moved that the Board proceed to hold a <br />public hearing to ascertain a verifiable percentage goal for <br />participation by minority business in the total value of work for <br />contracts awarded for the construction of buildings.
