UJK 1~ r <br />representing the Emergency Food and Crisis Support Board, <br />recommends Eloise Bizzari of the Lee County Christian <br />Missions to be appointed by the Commissioners to fill a <br />vacancy on that Board. Commissioner Cox requested that an <br />information sheet be submitted to the Board of Commissioners <br />on Ms. Bizzari, as well as any other recommendations that <br />might be submitted to fill vacancies on the various boards. <br />Commissioner Stafford stated that submitting the information <br />sheet is optional. Action on this matter was tabled until <br />the next meeting. <br />County Manager Cowan indicated that Mr. J. C. Perry <br />with the Outreach Mission has expressed an interest in <br />building a center and combining their operations with the <br />Emergency Food and Crisis Support Board and the Food Pantry <br />Board. The County would have to sanction this merger of <br />these Boards with the Outreach Mission. Commissioner Wicker <br />stated that the Emergency Food and Crisis Support Board <br />currently operates in conjunction with the Social Services <br />Department. Commissioner Cox suggested that Mr. Cowan <br />develop a study on the feasibility of the Boards merging with <br />the Outreach Mission. <br />Mr. Bob Joyce, Economic Development Director, was <br />recognized and presented the proposed 1990 Community <br />Development Block Grant project ordinance. A copy of the <br />ordinance is attached to these minutes, and by this <br />reference, made a part hereof. Commissioner Dossenbach moved <br />that the 1990 Community Development Block Grant project <br />ordinance be adopted. Commissioner Cox seconded the motion, <br />and upon a vote, the results were as follows: <br />Aye: Cox, Dossenbach, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />The Board then observed a short recess. Following the <br />recess, the Board convened with all members present, except <br />Commissioner Matthews. <br />Mr. Joyce then requested the Board's endorsement of a <br />grant proposal for $19,600.00 from the Z. Smith Reynolds <br />Foundation, Inc. for the Opportunities for Families Fund. <br />Mr. Joyce stated that the Foundation recognizes that the <br />primary focus for aid to poverty stricken families is at the <br />county level. Dr. Allen Cross, a pediatrician in Chapel <br />Hill, assisted in composing this grant proposal. The funds <br />would allow the County to study individuals receiving <br />assistance to see if there are ways in which they may be <br />served more efficiently. The study will allow evaluation of <br />the delivery system itself to better serve people's needs. <br />Mr. Joyce requested the Board's endorsement on this <br />preliminary proposal and on the formation of the Commission <br />for Family Opportunities, which would include the Chairman of <br />7 <br />
