BOOK 13 FAQ 4 46 <br />The Chairman ruled the motion carried unanimously. <br />Mr. Grant Godwin was recognized and presented a request <br />from ARS Waste Management Tire Recycling, Inc. to shred <br />tires stockpiled on the C. P. Properties Brown Road tract <br />without acquisition of a foam truck for the Northview Fire <br />Department. The Board, at a previous meeting, approved ARS's <br />request to locate a recycling facility in Lee County to <br />recycle yard waste, wood waste, and scrap tire processing. <br />ARS, since that time, reconsidered locating the scrap tire <br />processing facility in Kernersville adjacent to the landfill, <br />eliminating high transportation costs. The tires they are <br />requesting to shred would be loaded for transporting as soon <br />as they are processed and transported to the landfill in <br />Kernersville. The site would be cleaned after processing the <br />tires. The foam truck, for which they now have no need, <br />would cost $47,000.00. The recycling facility in Sanford for <br />the yard waste and wood waste began last week. The other <br />alternative for ridding the site of these tires would be to <br />load the tires manually and transport them to Kernersville <br />for processing. <br />Commissioner Cox stated that the Board did not request <br />the foam truck when approval was made. ARS volunteered this <br />equipment for the tire shredding process when the request was <br />presented. Mr. Godwin stated that the equipment was <br />volunteered after the discussion with the Environmental Board <br />and the local firefighters. The process for completing this <br />project would take approximately one week. <br />Commissioner Cox stated that since ARS is breaking <br />their commitment on the scrap tire processing facility, ARS <br />should load and transport the tires to Kernersville for <br />shredding. Commissioner Dossenbach stated that with <br />everything in place, ARS had agreed to shred tires; however, <br />nothing is in place to protect the area and some assurance <br />would need to be given to the Board that the site would be <br />cleaned after the processing is completed. <br />Commissioner Stafford asked Mr. Billy Cameron of the <br />Emergency Management Board his opinion regarding this matter. <br />Mr. Cameron stated that the foam truck acquisition was <br />related to the long-term operation of tire shredding and the <br />stockpiling of these processed tires. He indicated that he <br />foresees no problems with processing these tires without a <br />foam truck if the tires are immediately loaded and <br />transported. Commissioner Stafford asked Mrs. Hoyle of the <br />Environmental Affairs Board if the foam truck acquisition was <br />for protection of stockpiling the tires, as opposed to the <br />actual shredding of the tires. Mrs. Hoyle stated that the <br />Environmental Affairs Board's request was to make available <br />any means of providing protection for the people living in <br />that area; a foam truck was not specified. Mr. Cameron <br />indicated that the decision of having a foam truck was made <br />by the Emergency Management Board and the Fire Department as <br />5 <br />
