0 Buoy 13 Ft,GF 418 <br />that odor is usually not a problem at the leachate ponds, and <br />since the waste is covered daily, odor is generally no <br />problem. Commissioner Dossenbach inquired about the <br />monitoring of abestos disposal and its effects on the <br />environment. Mr. Darden indicated that in the hi-tech <br />landfill in Wilmington asbestos is disposed in a separate <br />area from other solid waste since it does not decompose. It <br />is perceived that once asbestos is covered, it presents no <br />major problem to the environment. Commissioner Dossenbach <br />asked how charges for the County's use will be determined, <br />and he inquired about the monopoly that could possibly be <br />created by their company. Mr. Darden stated that a monopoly <br />would probably exist since their charges would be more <br />reasonable because of the nature of their site. Mr. Darden <br />indicated that a contract with the County would be the <br />probable means of determining charges for the use of the <br />facility. <br />Commissioner Cox stated that the Board may need to <br />conduct a public hearing regarding this issue and to discuss <br />matters such as importation from other areas and the <br />proximity of the new airport, which is being considered on <br />the north side of the City. He requested that Mr. Darden <br />present his proposal to the Lee County Environmental Affairs <br />Board. <br />Dr. Greg Richardson, Cherokee Sanford Group, Inc.'s <br />consultant, indicated that he has conferred with the <br />appropriate State agencies who have responded favorably. The <br />next step is to gain local acceptance. <br />Commissioner Wicker asked how many acres of land would <br />be involved. Mr. Darden stated that 110 acres would be <br />involved in this operation. Commissioner Stafford asked what <br />would be the planned operational daily input capacity, and he <br />also inquired about entering into a contractual agreement, <br />with Lee County determining the importation factors. Mr. <br />Darden stated that it is estimated that Lee County disposes <br />200 tons of solid waste per day. Costs would vary depending <br />upon the amount of trash disposed daily. If 400 tons of <br />solid waste were disposed per day, the cost for usage would <br />decrease by one-third. Lee County could control the <br />importation factor, which would also have a direct affect on <br />the charges. <br />Commissioner Cox asked if any brick vats will be used <br />in the leachate area. Mr. Darden stated that the permeable, <br />porous level that will convey the liquid down to the <br />collection system could be used as brick vats. <br />Mr. Cowan stated that publication of these regulations <br />for hi-tech landfills could be completed as early as December <br />1990, after which time, all areas in the State would have to <br />comply within eighteen months. <br />3 <br />
