Nay: None <br />BOOK 13 PACE 410 <br />The Chairman ruled the motion carried unanimously. <br />Chairman Wicker recognized Mr. Tom Darden, representing <br />Cherokee Sanford Group, Inc. Mr. Darden presented <br />preliminary plans to locate a solid waste hi-tech landfill <br />for non-hazardous materials at the brick mine located on <br />Colon Road. Mr. Darden indicated that this landfill would <br />meet all the requirements of Subtitle D under the new Federal <br />standards for landfill design. Mr. Darden outlined the liner <br />design and specifications. The landfill site will be <br />designed to be inconspicuous to its neighbors. This landfill <br />development would not affect any "green" areas or woodlands, <br />since this is already a heavy industrial site. The landfill <br />would involve a beneficial re-use of the land. The site has <br />already been excavated for mining, which will benefit this <br />project economically. The surrounding soils are impermeable, <br />which will not be relied upon, but it is advantageous to the <br />site. The ground water is greater than 30' as is required. <br />The cost of hauling the waste materials would be economical <br />due to the convenient location of the site. Mr. Darden <br />indicated that he will be presenting this to the City of <br />Sanford also. After endorsements from the County and the <br />City are confirmed, more detailed plans will be presented to <br />the Boards. Mr. Darden stated that this facility will <br />enhance future industrial development. <br />Mr. Cowan stated that around January 1, 1994, every <br />jurisdiction in the State will have to be disposing their <br />waste in a hi-tech landfill. It would be highly improbable <br />that Lee County's current low-tech landfill would be used as <br />a hi-tech landfill because of the site conditions and the <br />availability of sewage disposal facilities for leachate <br />collection, among other factors. <br />Mr. Darden stated that the methane gas buildup produced <br />by this covered waste, which is usually a problem, would be <br />collected and used to generate the brick plant across Colon <br />Road from the proposed landfill. <br />Commissioner Stafford inquired about the use of methane <br />gas in Wake County. Mr. Darden stated that the methane gas <br />produced in a landfill in wake County is used. <br />Commissioner Wicker expressed concern about the trailer <br />park adjacent to the site. Mr. Darden indicated that his <br />company may purchase this property in the future or may offer <br />compensation to the residents of the trailer park. <br />Commissioner Dossenbach asked if the road leading to the <br />landfill would be paved and if there are any other residences <br />along the route beyond the mobile home park. Mr. Darden <br />indicated that the road would be paved and there would be no <br />other homes along the route. In answer to Mr. Dossenbach's <br />question regarding odor at the site, Mr. Darden indicated <br />2 <br />
