r <br />SUOw ~S 4J`o r <br />follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford, and Wicker <br />Nay: None <br />Chairman Wicker ruled the motion carried unanimously. <br />Commissioner Cox moved to appoint Commissioner Stafford as the <br />County's voting delegate to the NCACC Legislative Goals Conference <br />to be held December 12 - 13, 1990. Commissioner Matthews seconded <br />the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion unanimously adopted. <br />County Manager William Cowan requested that Mr. Bob Joyce of <br />the Water Department be recognized to present a petition to the <br />Board. Mr. Joyce stated that a petition was received from residents <br />at the end of Carthage Street where it intersects with US Highway 1 <br />Bypass to extend water service. This request would follow the <br />guidelines of the County's Special Assessment District Policy and <br />the Water Extension Policy. If the Board receives this petition, <br />the Board will have to identify a source of income to provide for <br />this extension. Since this area is located within the Special <br />Assessment District, the County would have an engineer to design the <br />system, the County would install and pay for the installation, and <br />the residents would be assessed individually to reimburse the <br />County. The State requires initially a preliminary assessment <br />resolution, which the Water Committee would need to study and report <br />to the Board of Commissioners. A preliminary cost estimate from <br />the engineer is $20,000.00, which would be paid from the Water Fund. <br />Commissioner Dossenbach asked approximately how much each <br />family would have to pay. Mr. Joyce indicated that it may cost each <br />family approximately $1,000.00. <br />Commissioner Cox asked how the money would be assessed. Mr. <br />Joyce stated that it could be assessed in one installment or in <br />annual installments up to five years at 8% interest. <br />Chairman Wicker asked how many residents are involved in this <br />area. Mr. Joyce indicated that 18 of approximately 20 property <br />owners have signed the petition. <br />Commissioner Cox recommended that the Board receive the <br />petition, and to forward it to the Finance Committee to determine <br />the method of assessment, before it is introduced to the Water <br />Committee. <br />Chairman Wicker inquired about the earliest time table to <br />initiate construction of this project. Mr. Joyce stated that if the <br />Board adopts a preliminary assessment petition at their first <br />meeting in December, a required public hearing could be held as soon <br />7 <br />
