0 <br />Enos D pt,GV <br />454 <br />The Chairman ruled <br />the motion had <br />been <br />unanimously adopted. <br />Chairman Wicker recognized Mr. Leonard Barefoot who presented a <br />request to the Board to consider the transfer of the Praxis <br />Biologics building permit to the City of Sanford, rebating the City <br />of Sanford $3,625.00. The building permit was issued by the County <br />to Praxis Biologics prior to annexation by the City of Sanford and <br />it has been estimated that services totaling $1,600.00 have been <br />rendered by the County, which involved inspections, staff <br />administrative time, fringe benefits, travel expenses, and <br />miscellaneous expenses. <br />Commisisoner Cox asked Mr. Barefoot if the City of Sanford owes <br />the County for a building permit for a similar situation. Mr. <br />Barefoot indicated that the City of Sanford does owe the County for <br />a building permit. Chairman Wicker asked if this was ever resolved. <br />Mr. Barefoot stated that the County never received a response from <br />the City of Sanford. Commissioner Stafford asked if any inspections <br />were made by the County in that situation. Mr. Barefoot indicated <br />that the County never made any inspections. <br />Commissioner Stafford stated that one inspection department for <br />the County and the city would eliminate situations such as this. <br />Commissioner Stafford moved to transfer the building permit for <br />Praxis Biologics to the City of Sanford, rebating the City $3,625.00 <br />for the permit. Commisisoner Matthews seconded the motion, and upon <br />a vote, the results were as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford, and Wicker <br />Nay: None <br />The Board then observed a short recess. Following the recess, <br />the Board reconvened with all members present. <br />Chairman Wicker recognized Mr. Wayne Comstock of Cherry, <br />Bekaert, and Holand who presented the County's audit report for <br />fiscal year 1989-90. Mr. Comstock stated that on the back of the <br />report findings of the single audit indicate that no material <br />weaknesses were noted in the County's internal control structure. <br />Mr. Comstock expressed his appreciation in serving Lee County and <br />for the cooperation of the County employees. <br />After a brief discussion, it was the general concensus of the <br />Board that this report be presented to the Finance Committee, also <br />allowing time for the Board of Commissioners to review the report <br />before final adoption. <br />Chairman Wicker recognized Mr. Nathan Crissman, Tax <br />Administrator, who presented an appeal of value for the Khoury <br />Furniture Property. Mr. Crissman stated that the appeal concurs <br />with the order from the State of North Carolina's Property Tax <br />Commission. Commissioner Cox moved that the action of the Tax <br />Department in settling the appeal of Khoury Furniture Company in the <br />manner as set forth in the order of the Property Tax Commission <br />dated November 13, 1990, is ratified and approved.
