Mr. Keith's son is fully aware of the <br />proposal, since he was approached about gaining access to the site <br />via Mr. Keith's property. Mr. Shoffner, an adjoining property <br />owner, has given the Wilkins Corporation a 40' additional easement <br />along his property, which will provide a 100' buffer zone behind the <br />residences. The area is ideally located north of the City near the <br />airport and diagonally across from an industrial park. Water and <br />sewer are available to the site in conjunction with the City's <br />water main and sewer basin requirements for the industrial park <br />located across the road from this site. <br />After all persons wishing to speak on this matter had been <br />heard by the Board, Chairman Wicker extended an invitation to those <br />wishing to speak for or against the Thomas E. Barrett request. Mr. <br />Dennis Wicker, representing Mr. Barrett, indicated that the first <br />300' of the property in question is in the City's jurisdiction. The <br />property adjacent to this site is zoned Residential Agricultural <br />District; however, property north and east of the site are zoned <br />Heavy Industrial Districts. Mr. Wicker indicated that Mr. Barrett <br />is willing to reduce the size of the 15.41 acre rezoning request, <br />because of the residential property adjacent to the site and the <br />flood plain area along the creek. Mr. Wicker showed the Board the <br />area on the map to be considered for rezoning which would be the <br />back half of the original request or 100' to 200' from the northeast <br />corner of the residential tract. <br />Mr. Wicker answered concerns of the Planning Board. He <br />indicated that Mr. Barrett plans to build his residence with a <br />commercial shop located behind it on this property. Access to the <br />property is from Amos Bridges Road on which the property fronts, <br />which is in the City's jurisdiction and is zoned Residential <br />Agricultural District. No signage for the commercial business will <br />front the road; therefore, that portion of the property will remain <br />Residential Agricultural District. <br />Speaking in opposition to the request, Mr. Jerry Pedley <br />indicated that he is an adjoining property owner. A portion of Mr. <br />Barrett's property which has been cleared is adjacent to his <br />residence, and Mr. Pedley expressed his concern about a commercial <br />shop being constructed in that area. If the back six acres are <br />rezoned, he has no complaints. A buffer between the property in <br />question and the adjoining residential property would make the <br />request more desirable. Mr. Wicker indicated that reducing the <br />request to the back six and a half acre tract so that the buffer <br />could be provided would be acceptable to Mr. Barrett. <br />Chairman Wicker next invited anyone wishing to speak in favor <br />of or in opposition to the petition submitted by Womble and Womble <br />Investments. Mr. Gerald Womble, representing Womble and Womble <br />Investments, indicated that a client wishes to place a new <br />single-wide 14' x 70' Class B mobile home on this property. <br />Commissioner Stafford inquired about the distinction between <br />Class A and Class B mobile homes.
