005 13 q5-1 <br />Commissioner Cox seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been unanimously adopted, and <br />the public hearing was open. <br />Commissioner Stafford requested that once comments have been <br />made on one request, the hearing will proceed to the next requests <br />successively. <br />The Chairman asked the members of the Planning Board to come <br />forward and advised the audience that they would answer any <br />questions. The Chairman opened the floor to all persons who wanted <br />to speak on the request. <br />Speaking in favor of the request, Ms. Joy Wilkins Gilmore, <br />owner of the property, stated that in March 1989, Wilkins <br />Corporation began considering developing this property. Suggestions <br />of large amounts of rock being located on this site led to a study <br />which indicated that there was a reasonable remedy for the rocky <br />areas on the site. Aerial photos and a survey of the property have <br />been made. It is probable that sewer connections could be made with <br />the existing sewer line located near the site. Screening would be <br />provided along the residential property adjacent to the site. Ms. <br />Gilmore indicated that this property could provide a good light <br />industrial site for the County. <br />Mr. J. L. Keith stated that he owns property adjacent to this <br />area and was not aware until this evening of this proposal. He <br />requested that the decision on this matter be postponed until he has <br />an opportunity to investigate it. <br />Mr. Leonard Barefoot, Planning Director, explained that the <br />Planning Board will deliberate the matter this evening after the <br />public hearing. The Planning Board's options are to render a <br />recommendation to the Board of Commissioners or to table the matter <br />for further discussion. Notices were sent to the adjacent property <br />owners and it was properly advertised. <br />Commissioner Cox stated that Ms. Gilmore is from out-of-town, <br />and since the matter has been properly advertised, and also <br />publicized, when presented to the Industrial Development <br />Corporation, the decision should not be delayed. <br />Commissioner Wicker asked if any portion of this property is <br />located in the City Limits. Mr. Barefoot indicated that the site is <br />approximately one mile beyond the City's jurisdiction. <br />Mr. Stafford asked where access to this property from a State <br />maintained road would be located. Mr. Scott Swindell, representing <br />Ms. Gilmore, indicated that Clarendon Drive would provide access to <br />the property, which is an unopened, dedicated road. <br />2 <br />
