2007 - (� y <br />LEE COUNTY <br />©00V aoo.a <br />• Committed Today for a Setter Tomorrow <br />RESOLUTION <br />URGING THE USE OF INHIBITORS IN METH PRODUCTION <br />WHEREAS, the manufacture of methamphetamine causes significant adverse impacts on the health, <br />welfare, and safety of the citizens by reason of the toxic and volatile compounds used in manufacture <br />or produced as byproducts of manufacture of the drug; and <br />WHEREAS, the health, welfare, and safety of citizens are adversely impacted by the many crimes <br />associated with the manufacture, sale, and use of methamphetamine including theft, burglary, child <br />abuse and neglect, assault, and driving under the influence of a controlled substance; and <br />WHEREAS, methamphetamine is a powerful, addictive stimulant that is illegally manufactured in <br />super labs and small clandestine labs throughout the United Sates; and <br />WHEREAS, illegal production of methamphetamine should be eliminated through strict law <br />enforcement, tough penalties for violators, community education and precursor chemical supply <br />restrictions at all levels including our national borders and retail distribution; and <br />WHEREAS, all legislation should allocate appropriate funding to implement law enforcement <br />mechanisms, education and supply provisions contained in legislation, regulation and guidelines; and <br />• WHEREAS, Congress enacted a bill to remove pseudoephedrine, a key component in making <br />methamphetamine, from open shelf stocking; and <br />WHEREAS, anhydrous ammonia, a fertilizer, is another key ingredient in making the highly addictive <br />drug methamphetamine; and <br />WHEREAS, studies conducted by the U.S. Drug Enforcement Administration and the U.S. Dept. of <br />Transportation have shown that adding calcium nitrate, another common fertilizer compound, to <br />anhydrous ammonia renders it useless in the production of methamphetamine. <br />NOW, THEREFORE BE IT RESOLVED, that the Lee County Board of Commissioners believes that <br />methamphetamine abuse is a serious problem, and supports the need for a comprehensive, multi- <br />faceted approach and solution, including strict law enforcement; appropriate funding for law <br />enforcement, education and treatment programs; tough penalties for violators who illegally use, <br />produce and distribute methamphetamine; restrictions on the sale of precursor chemicals; the use of <br />inhibitors; and respectfully urges Congress and all state legislatures to pass comprehensive measures <br />that discourage individuals from making methamphetamine through support for law enforcement, lab <br />cleanup, education and treatment, and the use of inhibitors in anhydrous ammonia. <br />Adopted this the 19th day of February 2007. <br />Sponsor: <br />Jerry M.
