Mr. Brooks stated that he has performed <br />the labor involved in these repairs, so the money has been spent <br />on parts only. <br />Commissioner Reives asked how negligence on behalf of the <br />user is handled. Mr. Brooks stated that individuals renting the <br />equipment sign a user agreement, making them responsible for any <br />repairs for abuse or negligent use of the equipment. <br />Commissioner Cox stated that he has two reservations <br />regarding this request, one being competing with businesses and <br />using tax money to aid a business.. Another concern is the <br />liabilities involved if an accident occurs. <br />Commissioner Reives asked if Soil and Water Conservation <br />Districts in other counties purchase equipment such as this for <br />farm rental. Mr. Brooks stated that other counties do provide <br />equipment for farmers to rent. <br />Commissioner Hall indicated that the County needs to <br />serve the farmers in this manner. <br />Commissioner Wicker moved to refer this matter to the <br />Finance Committee before the Board makes a final decision <br />in this matter. Commissioner Cox seconded the motion, and upon <br />a vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />Nay: None <br />The Chairman ruled the motion adopted unanimously. <br />Mr. Leonard Barefoot, Director of Planning, was recognized. <br />He reported that the Planning Board recommended the Board of <br />Commissioners approve the Joy Wilkins Gilmore request for the <br />Wilkins Corporation to change the zoning classification of <br />394.60 acres of land located west of Hawkins Avenue and south of <br />the Norfolk and Southern Railroad, and being the same property <br />located at the end of Clarendon Drive (unopened) from <br />Residential Agricultural District to Light Industrial District. <br />The Planning Board in its deliberation cited the proximity to <br />the railroad, availability of water and sewer, proximity to <br />adjacent industrially zoned property, and the need for <br />additional industrial property as reasons for the <br />recommendations. <br />Commissioner Cox moved to sustain the majority vote of the <br />Planning Board and approve the rezoning request. Commissioner <br />Hall seconded the motion, and upon a vote, the results were as <br />follows: <br />Aye: Cox, Hall, Matthews, Paschall, Reives, Stafford, and <br />Wicker <br />7 <br />
