0 Boos 1 <br />scheduled for January 1, 1991. <br />Commissioner Cox inquired about the Finance Committee's <br />progress on determining the method of assessment for the water <br />line extension at the end of Carthage Street where it intersects <br />US Highway 1. County Manager Cowan stated that this will be <br />determined by the Finance Committee when the transition of their <br />members is completed. The Finance Committee needs to make this <br />decision before the January 7, 1991, Commissioners' meeting. <br />Commissioner Cox stated that Maintenance Director Hugh <br />Brewer was overlooked in the salary review for the budget. <br />Commissioner Cox moved to increase the Maintenance Director's <br />salary by 9.3%. Commissioner Dossenbach seconded the motion, <br />and upon a vote, the results were as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford, and Wicker <br />Nay: None <br />Chairman Wicker ruled the motion adopted unanimously. <br />Commissioner Cox recommended that the Board study in the <br />near future the possibility of combining all maintenance of <br />County properties under the Maintenance Department. <br />Tax Administrator Nathan Crissman was recognized and <br />explained the State law regarding the $100.00 penalty for not <br />listing personal property. Mr. Crissman stated that he has <br />received telephone calls and letters from upset individuals who <br />have received their bills for this penalty fee. He, as Tax <br />Collector, is required by law to issue this penalty, but has no <br />authority to pardon the penalty. Mr. Crissman reflected his <br />personal opinion, which is if one person is pardoned, all should <br />be pardoned. Mr. Crissman requested if a pardon is granted on <br />this penalty by the Commissioners, that the news media emphasize <br />that this pardon is a "this year only" situation, so that it is <br />understood that individuals must list their personal property, <br />or otherwise, pay the penalty next year. <br />Mr. Stafford stated that the County did not educate the <br />public about this change. This law was adopted two years ago, <br />but was not enforced by Lee County last year because the County <br />did not have the computer capability to do so. Instructions <br />indicating the changes of how to list personal property should <br />have been stated on the listing forms sent by the County to the <br />individuals. <br />Mr. Crissman stated that the notice advertised in the paper <br />regarding this change specified the $100.00 penalty fee for <br />failure to list personal property. Also, notices were <br />posted at different businesses in the area indicating the same <br />information. <br />Commissioner Dossenbach moved to grant amnesty to all Lee <br />County residents who did not comply with the law in listing <br />2 <br />.~r. <br />
