The Chairman ruled the motion adopted unanimously. <br />Chairman Stafford recognized Mr. Nathan Crissman, Tax <br />Administrator. Mr. Crissman presented the tax releases and <br />refunds report for the month of December, 1990. A copy of the <br />report is attached to these minutes, and by this reference, made <br />a part hereof. Commissioner Matthews moved that the releases <br />and refunds enumerated in the Tax Administrator's report for the <br />month of December be authorized and approved. Commissioner <br />Reives seconded the motion, and upon a vote, the results were as <br />follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />Nay: None <br />The Chairman ruled the motion adopted unanimously. <br />The Board next considered the following resolution: <br />WHEREAS, the Board of Commissioners of the County of Lee, <br />North Carolina, has determined that it may be in the best <br />interest of the County to extend its water system, and that in <br />order to provide such extensions, it would be necessary to <br />assess the cost thereof upon the real property benefitted <br />thereby; <br />NOW, THEREFORE, BE IT RESOLVED by the Board of <br />Commissioners of the County of Lee, North Carolina, that: <br />1. It is intended that the water lines of the Lee County <br />Water System be extended by constructing a 6" connection line <br />from the west side of US #1 Bypass to the west side of Carthage <br />Street; then an 8" line along Carthage Street north to the <br />property line between Womble (9031-68-6203) and Johnson <br />(9031-68-8498), pursuant to Article 9, Chapter 153A of the <br />General Statutes. <br />2. 100 percent of the total cost of said extension shall <br />hereafter be assessed upon the benefitted properties on the <br />basis of the number of lots served, or subject to being served, <br />by the property at an equal rate per lot. <br />3. The assessment against the following class(es) of <br />property shall be held in abeyance, with interest, until <br />connections are actually made to the system or until the 5th <br />anniversary date of confirmation of the assessment roll, <br />whichever first occurs: NONE. <br />4. The assessments herein provided for shall be payable <br />in cash, or if any property owner shall so elect, he shall have <br />the option of paying the assessment in five (5) equal annual <br />installments, said installments to bear interest at the rate of <br />8 percent per annum. <br />5. A public hearing on all matters covered by this <br />resolution will be held at 9:30 A.M. on the 4th day of February, <br />1991, in the Board of Commissioners Meeting Room at 200 Wicker <br />3 <br />
