The <br />Planning Board recommended that approval of the petition be <br />conditional upon the old house being torn down within one year <br />from the date the Russes occupy their manufactured home. <br />Excepted from the parcel described above is the portion of the <br />property which lies within the City of Sanford's <br />extraterritorial planning jurisdiction which begins at a point <br />300 feet from the centerline of Petty Road. The Planning Board <br />in its deliberation cited the petitioner's need for quality <br />housing and his agreement to tear down the existing house. <br />Commissioner Matthews moved to adopt the rezoning request <br />as conditionally recommended by the Planning Board. <br />Commissioner Cox seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />Nay: None <br />The Chairman ruled the motion adopted unanimously. <br />Mr. Barefoot reported that the Planning Board requested <br />that the Board of Commissioners consider scheduling a public <br />hearing concerning amendments to the Lee County Zoning <br />ordinance on permitted uses. Following a brief discussion, <br />Commissioner Hall moved to conduct a public hearing at the next <br />regularly scheduled meeting to be held on January 22, 1991, at <br />7:00 P.M. Commissioner Matthews seconded the motion, and upon a <br />vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />Nay: None <br />The Chairman ruled the motion adopted unanimously. <br />Mr. Barefoot stated that several weeks ago, Lee County, <br />the City of Sanford, and the Town of Broadway agreed to <br />restructure appointments to the Environmental Affairs Board in <br />an effort to make the board more responsive to all three units <br />of government. That action necessitates changes in the <br />Environmental Affairs Board bylaws. Section 3.01 of the bylaws <br />requires that the Board of County Commissioners approve the <br />amendments after certification by the Town of Broadway and the <br />City of Sanford governing boards. Those boards certified the <br />changes earlier this month. A copy of the bylaws is attached to <br />these minutes, and upon reference, made a part hereof. <br />Following a brief discussion, Commissioner Cox moved to <br />adopt the amendments to the Lee County Environmental Affairs <br />Board Bylaws.
