0 son, 13 ' 5 43 <br />LEE COUNTY ENVIRONMENTAL AFFAIRS BOARD BYLAWS <br />Section 1.00 Authority, Purpose, and Duties <br />1.01 Authority <br />Under the authority granted in Chapter 153A-76 of the North <br />Carolina General Statutes, and resolution dated July 18, 1988, the <br />Lee County Board of Commissioners creates this Lee County <br />Environmental Affairs Board. <br />1.02 Purpose <br />The general purpose of the Environmental Affairs Board is to <br />maintain and improve the quality of the environment in Lee County. <br />1.03 Duties <br />The specific duties of the Environmental Affairs Board <br />include: 1) advising the local governments of the County of Lee, <br />the City of Sanford, and the Town of Broadway on environmental <br />policy; 2) educating the public and local officials about <br />environmental issues; 3) performing special studies and projects on <br />environmental questions; 4) facilitating citizen participation; 5) <br />remaining informed about changes in environmental laws and <br />regulations affecting the County (and informing the public and <br />local officials about such changes); and 6) promoting State/County <br />and public/private cooperation and coordination. This list is not <br />exhaustive, and the Environmental Affairs Board should construe its <br />duties broadly. The Environmental Affairs Board shall not have the <br />authority to enforce any regulations, rules, ordinances, or laws. <br />1.04 Topics <br />The Environmental Affairs Board shall consider any and all <br />topics related to the quality of the Lee County environment. <br />Topics include, but are not limited to: Hazardous and Radioactive <br />Materials Management and Disposal; Watershed Protection; <br />Groundwater and Surface Water Protection; Erosion Control; Air <br />Quality; Energy Conservation; Incineration; Sedimentation Control; <br />Storm Water Management; Open Space Protection; Pollution <br />Prevention; Waste Management; and Recycling. The Environmental <br />Affairs Board should use the widest latitude in determining what <br />topics to address. <br />Section 2.00 Organization <br />2.01 Membership Composition In Terms <br />The Environmental Affairs Board shall consist of nine (9) <br />voting members who represent a broad spectrum of vocations and <br />professions from throughout Lee County.
