Vm 13 Pa,tz 54 <br />consideration in having accessibility of the two floors. <br />Commissioner Matthews stated that if a breezeway is provided <br />from one building to the other, an elevator could serve the <br />handicapped in the new building and they could access the old <br />building by the attached breezeway. <br />Commissioner Wicker stated that it seems more practical <br />to build the facility on Colon Road after hearing the <br />discussion. <br />Chairman Stafford restated the motion made by <br />Commissioner Hall and seconded by Commissioner Matthews that <br />two alternative plans be drafted by the architect for the <br />courthouse and jail facility to be presented to the Board <br />within sixty to ninety days. Upon a vote, the results were as <br />follows: <br />Aye: Hall and Matthews <br />Nay: Cox, Paschal, Reives, Stafford, and Wicker <br />The Chairman ruled the motion denied by a two to five <br />vote. <br />Commissioner Hall made a motion to hold a public hearing <br />for the purpose of informing the public of the County's plans <br />not to use the courthouse and building all new facilities. <br />Chairman Stafford stated that a plan has not been adopted <br />yet. The Board has only rejected to have additional plans <br />drafted. Commissioner Cox stated that these plans are not <br />"set in concrete". The County is in the stage of developing <br />these plans now. This is just a starting point--nothing more <br />than a starting point. Commissioner Cox stated that he is not <br />ready to say this is what will be built. When the architect <br />brings back the schematics that will be approved by the <br />everyone, then the Board can determine whether or not to <br />approve the plans. The County is still in the drafting <br />process. <br />Chairman Stafford stated that this vote is not "signing <br />off" on final plans. If it appears later that the judges, for <br />instance, feel that the courtroom sizes are not adequate, he <br />would not vote for these plans, which would not be reneging on <br />the vote just made. Commissioner Cox stated that he feels the <br />same as Chairman Stafford. <br />Commissioner Hall stated that he does not understand then <br />why the majority of the Board does not want alternate plans <br />drawn at no cost. Commissioner Cox stated that alternate <br />plans were drawn and reviewed. Commissioner Matthews asked <br />who has seen these plans. Commissioner Cox stated that he did <br />not know where Commissioner Matthews was when these plans were <br />reviewed. Commissioner Matthews asked County Manager Cowan <br />who has seen these alternate plans. County Manager Cowan <br />stated that he, Commissioner Cox, and Sheriff Bryant viewed <br />the alternate plans. Commissioner Matthews stated that no one <br />else on the Board ever saw the plans. Commissioner Reives <br />stated that all the Commissioners should have access to these <br />15 <br />
