Commissioner <br />Hall stated that the present courthouse should be used as a <br />superior courtroom and the County build a larger district <br />courtroom and a new jail. <br />Commissioner Paschal stated that the Board can decide <br />later what they want to do with the old courthouse. <br />Commissioner Hall stated that the Board needs to look at <br />all the alternatives and vote for the best alternative <br />available within the appropriated funds. <br />Chairman Stafford asked if the Board will be any further <br />along with a decision two weeks to four weeks from now or <br />right now. <br />Commissioner Reives asked if the feasibility of revamping <br />the old courthouse has been studied. Everyone is probably in <br />agreement that when a project such as this begins, one does <br />not know what problems will be encountered along the way. <br />Limited use of the old courthouse may be somewhat practical, <br />but he would like to investigate that before the decision to <br />use it is made. It could cost more to try and save something <br />than it is worthwhile. He requested a copy of the floor plan <br />for Harnett County's jail, which he has heard has a good floor <br />plan in terms of the overall effectiveness of utilizing <br />personnel. Chairman Stafford asked if this is their satellite <br />jail away from their court facilities. Commissioner Reives <br />stated that it is. Chairman Stafford stated that there is no <br />encompassing of the two buildings. <br />Commissioner Paschal stated that in answering <br />Commissioner Reives' first question, the architect indicated <br />that it would cost $60.00 per square foot to renovate and <br />$65.00 per square foot to build a new building. <br />Commissioner Matthews stated that basically the <br />renovations would occur on the bottom floor, not the top <br />floor. <br />Commissioner Cox stated that Commissioner Matthews has <br />been on the Board for a while, so he will make no apologies <br />for her not being as informed as he is regarding the plan. It <br />was not the Board's problem nor the architect's problem that <br />she had a conflict when they met with the architect in <br />Pinehurst. Commissioners Hall and Reives will have to put a <br />little trust and confidence in the Committee and the Board <br />that has been here before. If all the work that has been done <br />for two years should be discarded and the Board starts all <br />over, perhaps a new Committee should be appointed. <br />Commissioner Reives stated that that is not his suggestion. <br />Commissioner Matthews stated that the plan that was drawn <br />up did not take two years.
