0 Door; 13 F., 536
appreciated that suggestion and that it would not change his
opinion at all.
Commissioner Paschal asked if Commissioner Hall wants to
separate the courthouse and a new jail facility. Commissioner
Hall stated that the present courthouse should be used as a
superior courtroom and the County build a larger district
courtroom and a new jail.
Commissioner Paschal stated that the Board can decide
later what they want to do with the old courthouse.
Commissioner Hall stated that the Board needs to look at
all the alternatives and vote for the best alternative
available within the appropriated funds.
Chairman Stafford asked if the Board will be any further
along with a decision two weeks to four weeks from now or
right now.
Commissioner Reives asked if the feasibility of revamping
the old courthouse has been studied. Everyone is probably in
agreement that when a project such as this begins, one does
not know what problems will be encountered along the way.
Limited use of the old courthouse may be somewhat practical,
but he would like to investigate that before the decision to
use it is made. It could cost more to try and save something
than it is worthwhile. He requested a copy of the floor plan
for Harnett County's jail, which he has heard has a good floor
plan in terms of the overall effectiveness of utilizing
personnel. Chairman Stafford asked if this is their satellite
jail away from their court facilities. Commissioner Reives
stated that it is. Chairman Stafford stated that there is no
encompassing of the two buildings.
Commissioner Paschal stated that in answering
Commissioner Reives' first question, the architect indicated
that it would cost $60.00 per square foot to renovate and
$65.00 per square foot to build a new building.
Commissioner Matthews stated that basically the
renovations would occur on the bottom floor, not the top
floor.
Commissioner Cox stated that Commissioner Matthews has
been on the Board for a while, so he will make no apologies
for her not being as informed as he is regarding the plan. It
was not the Board's problem nor the architect's problem that
she had a conflict when they met with the architect in
Pinehurst. Commissioners Hall and Reives will have to put a
little trust and confidence in the Committee and the Board
that has been here before. If all the work that has been done
for two years should be discarded and the Board starts all
over, perhaps a new Committee should be appointed.
Commissioner Reives stated that that is not his suggestion.
Commissioner Matthews stated that the plan that was drawn
up did not take two years. The first time it was shown in
