The Sheriff would concur with that <br />also. Commissioner Hall stated that the Sheriff indicated to <br />him that the best jail he has seen is in Harnett County, which <br />is on one level. Seeing more plans would not cost any more <br />money, only time. He stated that he wishes to see more plans <br />developed on this proposal before the Board decides to spend <br />$8 million of the taxpayers' money. <br />Commissioner Paschal stated that he understands that the <br />Sheriff has reviewed the plans and is pretty well-satisfied <br />with it. Commissioner Cox stated that the Sheriff has been <br />with the Committee on a walk-thru of the plan. The Sheriff <br />and his deputy went to the architect's office and they were <br />reasonably comfortable with the plans. Before final approval, <br />all involved need to take one final look at the plans. The <br />Sheriff was previewed, in particular, because his traffic <br />patterns are most important in the use of the courthouse. <br />Commissioner Hall stated that the Sheriff indicated that <br />this plan was the only one provided for him to review. The <br />Sheriff indicated to him that he preferred the jail to be <br />ground level and that the only part of the plan he favored was <br />the traffic flow. Commissioner Cox stated that if the flow <br />factor is satisfactory, putting it all on one floor or twenty <br />floors would not make it any more satisfactory. <br />Commissioner Wicker stated that he thinks the facility <br />should be built on Colon Road. In ten years, the Board will <br />see that renovating the old courthouse was a mistake. <br />Commissioner Cox stated that the people voted on this issue. <br />Commissioner Wicker stated that the people voted for the <br />commissioners to do what is right for the people of this <br />County. <br />Chairman Stafford asked Commissioner Paschal if as a <br />Committee member he favors proceeding with the proposed plans. <br />Commissioner Paschal stated that the architect has spent a lot <br />of time and effort in drafting these plans, which is probably <br />the best plan at which he could arrive. Commissioner Paschal <br />stated that the four-story building the architect presented <br />Commissioner Hall did not like either. <br />Commissioner Hall stated that by presenting the <br />four-story plan, the architect tried to make him think there <br />was no better plan. By using the present courthouse and <br />facilities for which the County has paid, the County does not <br />need that much space. The County's primary objective is to <br />build a jail. More courtrooms and more offices have been <br />included in this plan. The primary concern is that a lawsuit <br />is pending because Lee County does not have an adequate jail. <br />The County should build the jail, and it should have top <br />priority. The present courthouse should be used in the scheme <br />of the plans. <br />Commissioner Cox stated that Commissioner Hall should <br />read the bond order.
