11006, 13 Fr,f r 565 <br />under the 16B2 Program comes from NCDOT, but those funds are sent to <br />the State from the USDOT and the Urban Mass Transportation <br />Administration, of which the State matches a portion of these funds. <br />Also, the funds under this program are distributed competitively <br />with each locality meeting certain requirements. <br />Commissioner Wicker asked if the general public would be <br />involved in the use of this transportation system. Ms. Bunch stated <br />that the users of the program would be limited to the human service <br />agencies versus allowing the general public to pay fare to utilize <br />the system. <br />Chairman Stafford stated that coordinating local efforts for <br />transportation in utilizing vehicle capacity and in scheduling <br />involved with human service agencies is needed. <br />Commissioner Paschal stated that the Board needs to not only <br />designate a lead agency, but also needs to officially appoint the <br />committee members for the Transportation Development Plan Steering <br />Committee and select a County Commissioner liaison to this <br />committee. <br />Commissioner Wicker asked which agencies would receive these <br />funds. Ms. Davidson stated that the Department of Social Services, <br />Lee-Harnett Mental Health, the Department for the Aging, the <br />Sheltered Workshop, the Child Development Centers, the Center for <br />Independent Living, Johnston-Lee Community Action, the Headstart <br />Program, and Lee County Industries are some of the agencies involved <br />in the plan. Application would be made by the lead agency for the <br />entire County on behalf of all the agencies involved in the <br />Transportation Development Plan. The agencies involved in the <br />current plan are Lee County Industries, Lee-Harnett Mental Health, <br />Lee County Department for the Aging, and the Center for Independent <br />Living. <br />Chairman Stafford asked County Manager William K. Cowan if <br />there are any agencies that would benefit from the plan that are not <br />included in the plan. County Manager Cowan stated that the bulk of <br />the heavy transportation agencies are those that have been <br />mentioned, which provide human services. The Rural Transportation <br />Program is a plan where individuals pay a fare for transportation <br />and it is open to the general public. <br />Commissioner Cox asked if the Parks and Recreation Department <br />needed to participate. County Manager Cowan stated that the Parks <br />and Recreation Department do not run routes. Their transportation <br />needs focus more on field trips and teams participating in games. <br />Commissioner Wicker asked if additional staff would be needed <br />in the operation of this plan. Ms. Davidson stated that no <br />additional staff would be needed initially. <br />Commissioner Reives asked if there are any agencies that are <br />not involved in the plan that should be involved. In response, Ms. <br />Davidson gave copies of the survey distribution lists to each <br />6 <br />
